Wat mogelijke oplossingen betreft, acht het ESC het zaak dat: - de Commissie zorgt voor een betere coördinatie tussen D.-G. IA (politieke buitenlandse betrekkingen) en de overige betrokken diensten; - bij het vaststellen van de prioriteiten en het toezicht op de uitvoering van de programma's meer rekening wordt gehouden met de standpunten van de maatschappelijke en beroepsorganisaties; - de selectie- en aanbestedingsprocedures transparanter worden; - EG-deskundigen met kortlopende contracten worden vervangen door experts die op lange termijn, in samenwerking met lokale deskundigen, werkzaam zijn op sleutelgebieden als het opstellen van wetgeving t.b.v. de toetreding; - in de betrokken landen speciale "PHARE-informatiebureau's" worden opgericht voor de verspreiding van deskundigenrapporten en EG-wetgeving.
To redress the situation, the Committee thinks that: - the Commission should ensure closer cooperation between DG IA for external political relations and the other services involved; - the views of the socio-occupational organizations should carry greater weight in the process of defining and following up the PHARE programme; PR 117/95 - the selection procedures for awarding contracts to businesses should be more transparent; - short-term counselling by Community experts should be replaced by a long- term effort in conjunction with local experts in key areas (such as legislative preparation for membership); - "PHARE centres" should be set up in the countries in question, to disseminate expert reports and information on Community legislation.
