Stresses that the i2010 programme represents a decisive phase in the emergence of the information society which should enable everyone to be a participant, through access to technology and knowledge, a user, through interactivity and the new forms of social interaction offered by networks, and a critical citizen with freedom of choice; points out that the advent of the information society brings with it new responsibilities for those who provide information and communication, and is creating new ways for citizens, from particularly vulnerable population groups (elderly people, people with disabilities, those living alone or in social difficulties, etc.) to exercise their rights, which enable them to benefit to the full from the spread of new ICT; urges the Commission and Member States to help ensure that technology is more accessible to citizens and meets the moral demands of society;

71. stelt voor om, met het oogmerk tot goed bestuur te komen en alle Europeanen het volle burgerschap van de informatiemaatschappij te garanderen, geleidelijk door alle Europese overheden een handvest van e-rechten te laten aannemen, een gemeenschappelijk geheel van principes en richtsnoeren die het kader bepalen waarin alle burgers van deze rechten kunnen genieten; stelt voor dat die principes worden geconcretiseerd in acties en programma's die op nationaal en regionaal vlak van toepassing zijn om aldus een concurrerende en competente samenleving voor het digitale tijdperk op te zetten en de sociale en territoriale samenhang te garanderen; wijst erop dat de gelijke en niet-discriminerende toegang tot transparante, gevarieerde en uitvoerige informatie en hoogwaardige diensten, in een veilige omgeving, door middel van eender welke telecommunicatiedienst en eender welk telecommunicatieplatform – van het internet tot mobiele telefoons – , op basis van open en interoperabele normen, een recht vormt dat van essentieel belang is voor een actief burgerschap in de informatiemaatschappij en in een handvest van e-rechten moet worden opgenomen; bevestigt dat het handvest ook voor alle burgers het recht moet inhouden om de betrokken overheidsdiensten te kunnen begrijpen en er informatie mee te kunnen uitwisselen en bijgevolg om op voet van gelijkheid deel te nemen aan de beleids- en besluitvormingsprocessen; is van mening dat de rationalisering, herdefiniëring, transparantie en toegang tot overheidsdiensten noodzakelijke voorwaarden zijn voor de ontwikkeling van een participerend burgerschap;
71. Proposes that, to achieve good governance and ensure full citizenship to all European individuals in the information society, a Charter of eRights should progressively be adopted by public administrations in Europe as a shared set of principles and guidelines defining the framework within which all citizens can enjoy those rights; proposes that such principles be translated into implementation actions and programmes at the national and regional level to achieve a competitive and competent society in the digital age and ensure social and territorial cohesion; notes that fair and non-discriminatory access to transparent, diverse and complete information as well as high quality services, in a secure environment, via any telecommunication service or platform - from the Internet to mobile phones - based on open and interoperable standards is a right essential to the enjoyment of active citizenship in the information society age, and should be included in a Charter of eRights; considers that the Charter should also include the rights of all citizens to be able to understand and interact with the administrations involved and therefore to participate equally in decision-making and policy-making processes; considers that rationalisation, re-engineering, transparency and access of and to public services are fundamental prerequisites for the development of a participative citizenship;

[21] Support for this will be drawn from ongoing analysis and consultations on the following topics: the economic and social impact of ICTs, including on employment; the legal and economic aspects of a Single Market for the information society; future policy needs for new networks and the Internet, privacy and trust issues in the ubiquitous information society; user-created content; a long-term reflection on the role of ICTs in sustainable development; and the development of an information society for all, including regional policies, [http ...]

Onderzocht wordt in hoeverre er tussen regio's en maatschappelijke groepen verschillen bestaan op het gebied van de informatiemaatschappij, welke de belangrijkste doelstellingen en beleidsterreinen van de Structuurfondsen op het gebied van de informatiemaatschappij zijn geweest en welke bijdrage de Structuurfondsen aan de ontwikkeling van de informatiemaatschappij leveren en nog kunnen leveren.
The study will address the extent of disparities between regions and social groups in the area of information society, the main objectives and strategies pursued in the field of the information society in the context of Structural Funds and the actual and potential contribution of the Structural Funds to the development of the information society.

(63) Goedkeuring van deze richtlijn kan de lidstaten niet beletten rekening te houden met de onderscheiden sociale, maatschappelijke en culturele implicaties van de opkomst van de informatiemaatschappij. Daarmee mag met name geen afbreuk worden gedaan aan maatregelen die de lidstaten overeenkomstig het communautaire recht mochten nemen om - rekening houdend met hun taalverscheidenheid, de nationale en regionale eigenheid en hun culturele erfgoed - sociale, culturele en democratische doelstellingen te verwezenlijken en om publieke toegang te waarborgen en te handhaven tot een zo breed mogelijk scala van diensten van de informatiemaatschappij. Bij de ontwikkeling van de informatiemaatschappij dient steeds te worden gewaarborgd dat de Europese burgers toegang krijgen tot het in een digitale omgeving geboden Europese culturele erfgoed.
(63) The adoption of this Directive will not prevent the Member States from taking into account the various social, societal and cultural implications which are inherent in the advent of the information society; in particular it should not hinder measures which Member States might adopt in conformity with Community law to achieve social, cultural and democratic goals taking into account their linguistic diversity, national and regional specificities as well as their cultural heritage, and to ensure and maintain public access to the widest possible range of information society services; in any case, the development of the information society is to ensure that Community citizens can have access to the cultural European heritage provided in the digital environment.

(65) De Raad heeft er in zijn resolutie van 19 januari 1999 over de consument en de informatiemaatschappij(25) op gewezen dat in het kader van de informatiemaatschappij de consumentenbescherming bijzondere aandacht verdient. De Commissie zal bestuderen in hoeverre de bestaande regels betreffende de consumentenbescherming in het licht van de informatiemaatschappij de consument adequaat beschermen en de mogelijke leemten in deze wetgeving en de aspecten waarvoor aanvullende maatregelen nodig blijken te zijn, aangeven. De Commissie zal in voorkomend geval aanvullende specifieke voorstellen moeten doen om de aldus door haar vastgestelde leemten weg te nemen,
(65) The Council, in its resolution of 19 January 1999 on the consumer dimension of the information society(25), stressed that the protection of consumers deserved special attention in this field; the Commission will examine the degree to which existing consumer protection rules provide insufficient protection in the context of the information society and will identify, where necessary, the deficiencies of this legislation and those issues which could require additional measures; if need be, the Commission should make specific additional proposals to resolve such deficiencies that will thereby have been identified,

(4) Overwegende dat de uitbreiding van het toepassingsgebied van Richtlijn 98/34/EG de lidstaten niet kan beletten rekening te houden met de uiteenlopende sociale, maatschappelijke en culturele implicaties van de opkomst van de informatiemaatschappij; dat in het bijzonder de toepassing van de bij deze richtlijn gestelde procedureregels aangaande diensten van de informatiemaatschappij geen afbreuk kan doen aan de maatregelen inzake het cultuurbeleid, met name op audiovisueel gebied, die de lidstaten overeenkomstig het Gemeenschapsrecht kunnen nemen, rekening houdend met hun taalkundige verscheidenheid, specifieke nationale en regionale kenmerken en hun cultuurbezit; dat de ontwikkeling van de informatiemaatschappij in elk geval moet zorgen voor een behoorlijke toegang van de Europese burgers tot het Europese cultuurbezit dat in een digitale omgeving wordt aangeboden;
(4) Whereas the extension of the scope of Directive 98/34/EC should not prevent Member States from taking account of the different social, societal and cultural implications inherent in the advent of the Information Society; whereas, in particular, the use of the procedural rules laid down in that Directive for Information Society services should not affect cultural policy measures, particularly in the audiovisual field, which Member States might adopt in accordance with Community law, taking account of their linguistic diversity, their specific national and regional characteristics and their cultural heritage; whereas the development of the Information Society should ensure, in any event, proper access of European citizens to the European cultural heritage supplied in a digital environment;
