De gekozen formulering is in lijn met het desbetreffende onderdeel van de door de heer Sterckx behandelde richtlijn, dat wil zeggen met het monitoring- en informatiesysteem van de Gemeenschap voor de zeescheepvaartsector, dat ook al even genoemd werd door mijn collega. Tot slot zou ik de indieners van de amendementen willen bedanken voor hun collegiale werkwijze. Verder ben ik de medewerkers van de Europese Commissie en de lidstaten die aan dit onderwerp meegewerkt hebben - Duitsland, Slovenië en Frankrijk - zeer erkentelijk voor hun buitengewoon coöperatieve houding.

(11) Aangezien de doelstelling van deze verordening, namelijk de diensten die in de lidstaten belast zijn met de afgifte van kentekenbewijzen toegang te geven tot het SIS zodat zij hun taken uit hoofde van Richtlijn 1999/37/EG gemakkelijker kunnen uitvoeren, niet voldoende door de lidstaten kan worden verwezenlijkt en derhalve, omdat het SIS een gemeenschappelijk informatiesysteem is, beter door de Gemeenschap kan worden verwezenlijkt, kan de Gemeenschap, overeenkomstig het in artikel 5 van het Verdrag neergelegde subsidiariteitsbeginsel, maatregelen nemen.
(11) Since the objective of this Regulation, namely granting access to the SIS to services in the Member States responsible for issuing registration certificates for vehicles, in order to facilitate their tasks under Directive 1999/37/EC, cannot be sufficiently achieved by the Member States by reason of the very nature of the SIS as a joint information system, and can therefore only be achieved at Community level, the Community may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty.

In order to ensure the realisation of the objectives of the Community with regard to the free movement of persons in the absence of controls when crossing internal borders and the exercise of controls at external borders over the entry of third country nationals into the Community, it is necessary for the Member States to have in place a joint information system enabling the authorities designated by them to have access, by means of an automated search procedure, to alerts on third country nationals for the purpose of checks to be carried out at external borders and elsewhere within the territory, and for the purpose of examining visa applications and applications for residence permits.
