[37] The European Group on Ethics in Science and New Technologies is an independent, pluralist and multidisciplinary body which has been set up by the European Commission to give advice on ethical aspects of science and new technologies in connection with the preparation and implementation of Community legislation or policies (Communication to the Commission of 11 December 1997 on the establishment of the European Group on Ethics in Science and New Technologies (SEC(97)2404)).

1. Acknowledges that new technologies and OERs, in particular MOOCs, have made it possible for education and training institutions to reach thousands of learners in the Union, including in its outermost regions, and around the world; recognises that education and knowledge now travel easily across borders, which increases the potential for international cooperation and helps to promote European educational institutions as centres for innovation and the development of new technologies;

46. beklemtoont dat Europa in zijn industriebeleid innovatie en de verbreiding van milieuvriendelijke technologieën moet bevorderen, onder meer op het gebied van ICT, hernieuwbare energie, innovatieve en efficiënte technologieën voor fossiele brandstoffen, en in het bijzonder energie-efficiënte technologieën; benadrukt dat kaderovereenkomsten die de snellere internationale verspreiding van nieuwe technologieën helpen aanmoedigen en bevorderen, moeten worden ontwikkeld aangezien onderzoek en de ontwikkeling van nieuwe technologieën de basis vormen van een duurzame toekomst;

Underlines the fact that Europe should promote innovation and the dissemination of environment-friendly technologies in its industrial policy, including in the fields of ICT, renewable energy, innovative and efficient fossil fuels technologies and, in particular, energy-efficiency technologies; emphasises that framework agreements to help encourage and incentivise the faster dissemination of new technologies internationally need to be developed, since research and the development of new technologies are at the core of a sustainable future;

52. Calls on the Commission and the Member States to invest more in job creation and to promote entrepreneurship, business start-ups and self-employment in order to create employment opportunities and to reduce social exclusion; is of the opinion that a proper environment and incentives for business development as well as support for the introduction of new technologies are important but not enough for the development of European economies; stresses, therefore, that more focus should be placed on promoting entrepreneurial mindsets and skills at different education levels, coaching for new entrepreneurs and effective skill development for SME staff; underlines the role of the European Institute of Technology and the EIB, in particular of programmes such as JASMINE and JEREMIE, in fostering business creation and development and in providing support for SMEs' needs;
