− (PT) Despite the careful drafting of the present resolution, it is difficult to disguise the underlying desire for a Global Biregional Partnership and for the European – Latin American Zone of Global Interregional Partnership to be the embryo of a future free trade zone (with the free circulation of goods, services and capital), allowing the EU to promote Latin American integration in its own image and respond to the ambitions of its major financial and economic groups (see the objectives of the Association Agreements between the EU and the countries and regions of Latin America, such as Mexico and Chile).

Points out that trade policy is an important tool in achieving the objective of a bi-regional strategic partnership between the European Union and Latin America; supports, in this respect, the creation of a Euro-Latin America interregional partnership area based on a WTO-compatible regionalism model;

Notes that the aim of closer integration of the European and Latin American economic spheres is to create a win-win situation for both sides; stresses that intensified and fair trade relations should create more and better jobs in both regions and must support the aim of more resource-efficient and greener economies; notes, however, that a growth in trade should not lead to deforestation and more green-house gas emissions;

31. to provide the process of negotiations for the FTA with CAN with greater legitimacy by means of increased transparency and greater participation on the part of all EU stakeholders, including the relevant actors in civil society, the social partners and economic operators in the two regions; in this connection, to pledge its support for the establishment of the Euro-Latin American Parliamentary Assembly, comprising Members of the European Parliament and of the Latin American integration parliaments, including the Parlandino, as the parliamentary institution of the bi-regional strategic partnership responsible for the parliamentary control and monitoring of the Association Agreements concluded between the two regions.

Bovendien lijkt de Commissie het moment gekomen voor een gedachtenwisseling met de Latijns-Amerikaanse partners over de gewenstheid van een strategie voor een regionale integratie die geheel Latijns-Amerika omvat.
The Commission would also like to discuss with the Latin American partners the advisability of a regional integration strategy for the whole of Latin America.

De Commissie wil de Europese en Latijns-Amerikaanse financiële instellingen ertoe aansporen de territoriale integratie te steunen door middel van de interconnectie van de infrastructuurnetwerken, met name op het gebied van energie, water, vervoer, telecommunicatie en onderzoek.
The Commission seeks to encourage European and Latin American financial institutions to support territorial integration by means of interconnective network infrastructures, for example in the energy, water, transport, telecommunications and research sectors.
