1. This Regulation lays down the rules and conditions for the provision by the Union of financial assistance to actions, including action programmes and other measures, under the following instruments for financing external action for the period from 2014 to 2020: the Development Cooperation Instrument (DCI), the European Instrument for Democracy and Human Rights (EIDHR), the European Neighbourhood Instrument (ENI), the Instrument contributing to Stability and Peace, the Instrument for Pre-Accession Assistance (IPA II) and the Partnership Instrument for cooperation with third countries (hereinafter referred to jointly as ‘the Instruments’ and individually as ‘the Instrument’).

The financial, economic and technical assistance provided under this Regulation shall be complementary to any assistance that is provided by the European Community under the humanitarian aid instrument, the Instrument for Pre-Accession Assistance, the European Neighbourhood and Partnership Instrument, the instrument for development cooperation, the Instrument for Stability, the European Instrument for Democracy and Human Rights, and the instrument for cooperation with industrialised and other high-income countries and territories.

Naast de landen in Azië, Latijns-Amerika en het Middellandse Zeegebied (ALAMED) die in aanmerking komen voor het instrument (zie de lijst in bijlage) stelt de Commissie in overeenstemming met de Conclusie van de Raad Algemene zaken van 19 april 1994 voor het instrument tevens uit te breiden tot Zuid-Afrika.
In addition to the eligible countries of Asia, Latin America, and the Mediterranean (ALAMED) regions (see list attached), the Commission proposes, in accordance with the Conclusion of the General Affairs Council of 19th April 1994, to extend the instrument also to South Africa as an eligible country.

Otherwise the Commission's proposal maintains the essential characteristics of the existing instrument: (I) promotion of joint venture investments of mutual interest; (II) decentralised and flexible management through a network of financial institutions and investment promotion agencies; and (III) the coherence of the instrument which, through four financing facilities, covers all the stages in the creation of a joint venture from (1) project identification, to (2) feasibility study and pilot project, to (3) capital financing to (4) management assistance and training.

For example, ECHO has: - provided a channel for coordinating humanitarian aid with the United Nations and other international organizations; international agencies such as the International Committee of the Red Cross (ICRC); Member States; the United States and other non-EU countries, and NGOs (non- governmental organizations); - provided a channel for dialogue with other institutions such as the European Parliament, which follows humanitarian aid policy with keen interest; - raised the EU's profile substantially in 1993 and 1994, drawing attention to its humanitarian aid in the media, the Member States, non- member countries, and in politics generally; - helped to prevent more extensive aid operations by developing proper disaster prevention mechanisms; - conducted humanitarian aid operations itself, for example food programmes in Croatia and Serbia/Montenegro; - set up a partnership and management tool, the Framework Partnership Agreement (approved by the Commission in a Decision of 5 May 1993), which has so far been signed by practically all the Commission's partners (over 140 NGOs and international organizations), speeding up and simplifying decision-making procedures and putting the Commission's relationships with NGOs and international organizations on a more structured, formal footing.
