Q. whereas the constitutional declaration of 8 July 2013 defined a political roadmap for Egypt; whereas, contrary to the roadmap, Egyptian interim President Adly Mansour called for presidential elections to take place first; whereas the programme of the interim government affirmed its commitment to working towards building a democratic system which guarantees the rights and freedoms of all Egyptians, and to completing this roadmap with the full participation of all political players and a referendum on the new constitution, to be followed by free and fair parliamentary elections, which have been announced for 22 and 23 March 2015, and presidential elections to be held in due time in accordance with all legislative rules;

Stresses once again the importance of the contribution of civil society and the free media to building deep and sustainable democracy in Egypt; is concerned at the attacks against free media, and calls on the Egyptian interim authorities to implement Article 65 of the new constitution, which states that ‘all individuals have the right to express their opinion through speech, writing, imagery, or any other means of expression and publication’; calls on the interim government to guarantee that domestic and international civil society organisations and journalists can operate freely, without government interference, in the country; calls on the Egyptian interim authorities to ensure that the committee tasked with writing a new NGO law produces a draft which is in line with international standards;

Is concerned about the increase in acts of terrorism and violent attacks in the Sinai, and calls on the Egyptian interim authorities to restore security there; urges the Egyptian interim authorities to intervene rapidly in order to ensure that all victims of human trafficking are rescued; calls on the Egyptian interim authorities to investigate the cases of human trafficking, murder, torture, sexual exploitation and organ trade, and to take appropriate measures in proceeding with the arrest and prosecution of members of trafficking syndicates by applying national and international law; calls on the Egyptian authorities to provide access to asylum procedures for trafficking victims and to prohibit deportation back to Eritrea; recalls Article 89 of the new constitution, forbidding slavery and all forms of oppression and forced exploitation against humans;

G. whereas the Muslim Brotherhood has repeatedly refused to participate in the political process announced by the interim government and called for a boycott of the referendum, while several of its leaders continue inciting to violence against state authorities and security forces; whereas the Egyptian interim authorities have banned the Muslim Brotherhood, imprisoned its leaders, seized its assets, silenced its media, and criminalised its membership, while the movement’s Freedom and Justice Party continues to exist; whereas former President Morsi has been detained since 3 July 2013 and faces multiple criminal charges;

Following the increase in the number of official languages of the institutions of the European Community, in particular following the accession of 12 new Member States to the European Union since the signature of the Interim Agreement, it is necessary that the Bulgarian, Czech, Estonian, Hungarian, Latvian, Lithuanian, Maltese, Polish, Romanian, Slovak and Slovene language versions of the Interim Agreement are also designated as authentic versions of the Interim Agreement and that Article 31 of the Interim Agreement is amended accordingly.

The Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part, together with its Annexes, the Protocol and the declarations, and the Exchange of Letters between the European Community and Turkmenistan amending the Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part, as regards the authentic language versions, which amends Article 31 of that Interim Agreement on trade and trade-related matters, are hereby approved on behalf of the European Community.

Article 31 of the Interim Agreement should be amended in order to take into account the new official languages of the Union since the signature of the Interim Agreement, by the Exchange of Letters between the European Community and Turkmenistan amending the Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part, as regards the authentic language versions (‘Exchange of Letters’) (2).

Pending the entry into force of the Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, of the one part, and Turkmenistan, of the other part, signed in Brussels on 25 May 1998, it is necessary to approve the Interim Agreement on trade and trade-related matters between the European Community, the European Coal and Steel Community and the European Atomic Energy Community, of the one part, and Turkmenistan, of the other part, signed in Brussels on 10 November 1999 (‘Interim Agreement’) (1).
