Het is van bijzonder belang dat de Commissie bij haar voorbereidende werkzaamheden tot passende raadplegingen overgaat, onder meer op deskundigenniveau, en dat die raadplegingen gebeuren in overeenstemming met de beginselen die zijn vastgelegd in het Interinstitutioneel Akkoord over beter wetgeven van 13 april 2016.
It is of particular importance that the Commission carry out appropriate consultations during its preparatory work, including at expert level, and that those consultations be conducted in accordance with the principles laid down in the Interinstitutional Agreement on Better Law-Making of 13 April 2016.

Het ontwerp-interinstitutioneel akkoord over betere wetgeving vormt een aanvulling op bestaande akkoorden tussen de drie instellingen over hun gemeenschappelijke werkmethoden. Het voorstel bevat een visie op de wijze waarop de Commissie, het Parlement en de Raad zullen samenwerken om beste praktijken toe te passen bij de vaststelling van alle EU-wetgeving. Het bevat voorstellen voor werkmethodes voor individuele wetgevingsdossiers, en houdt een gezamenlijk inspanning in ter verbetering van de jaarlijkse en meerjarige planning en alsmede politieke steun voor het programma voor gezonde en resultaatgerichte regelgeving (REFIT).
The draft Interinstitutional Agreement on better law-making complements existing Agreements between the three institutions on their joint working methods. The proposal sets out a vision of how the Commission, Parliament and Council will work together to use best practice in the adoption of all EU legislation. It presents working methods for individual legislative files, as well as a shared commitment to better annual and multi-annual planning and political support for the Regulatory Fitness and Performance (REFIT) Programme.

This could also be followed by a new interinstitutional agreement on better regulation so as to limit excessive administrative burden.

Deze kwestie kan het best worden aangepakt met een nieuw interinstitutioneel akkoord over "Beter wetgeven" dat de reeds door de Commissie genomen maatregelen met betrekking tot de gezondheidstest van de regelgeving, effectbeoordelingen en ontbureaucratisering verruimt tot het hele wetgevingsproces.
This is best addressed through a new inter-institutional agreement on better law-making that would extend the regulatory fitness check, impact assessment and de-bureaucratisation measures already taken by the Commission throughout the whole legislative process.

10. VERWELKOMT in dit verband het recente initiatief van de Commissie, die de lidstaten heeft verzocht hun prioriteiten op het vlak van vereenvoudiging kenbaar te maken en WIJST OP ZIJN VOORNEMEN betrokken te blijven bij het vereenvoudigingsproces en in november 2005 met een antwoord te komen op de prioriteiten van de Commissie; VERBINDT ZICH ER tevens TOE zich te zullen blijven inspannen voor een spoedige aanneming van hangende vereenvoudigingsvoorstellen en op interinstitutioneel niveau verder te blijven werken aan de aanpassing van de werkmethodes ter zake, zoals bepaald in het Interinstitutioneel Akkoord over beter wetgeven;
10. WELCOMES in this context the Commission's recent initiative asking for Member States' priorities on simplification and SIGNALS ITS INTENTION to remain involved in simplification and to respond to the Commission's priorities in November 2005; UNDERTAKES, furthermore, to continue efforts for a timely adoption of pending simplification proposals and to continue working on the interinstitutional level to adapt working methods in this respect as foreseen in the Interinstitutional Agreement on Better law-making;
