15. Calls, furthermore, for increased and more effective humanitarian assistance to internally displaced people (IDPs), with regard in particular to children and the elderly, and for full and unhindered access for the International Committee of the Red Cross to the conflict areas; takes the view, in this respect, that the safe delivery of pensions in the Donetsk and Luhansk regions could be organised with the help of the Red Cross and the OSCE so that the money reaches those who are entitled to those pensions as citizens of Ukraine;

Supports the Mexican authorities’ efforts to collaborate with international organisations including the EU, the UN, the Community of Latin American and Caribbean States (CELAC), the International Committee of the Red Cross and the Inter-American Commission on Human Rights (IACHR), with the assistance of Argentinian and international forensic experts; stresses the importance of the Government of Mexico providing the financial resources needed so that the IACHR can implement a technical assistance programme than can complement national actions with regard to the investigation of the events in Guerrero;

19. Draws attention to the urgent need to enhance compliance with the international human rights and humanitarian law norms in armed conflict situations; calls on the High Representative to learn lessons from the tragic events in Mali and other recent conflicts in order to review the EU guidelines on international humanitarian law (IHL), seek more effective implementation of those guidelines, and support the ongoing initiative of the International Committee of the Red Cross and the Swiss Government to reform the current international governance framework regarding IHL;

4. verzoekt de VS-regering de respectieve VN-organen en internationale mensenrechtenorganisaties onbelemmerde toegang te verschaffen tot de gevangenen in Guantánamo Bay en merkt op dat het Internationale Comité van het Rode Kruis als enige internationale organisatie officieel toegang tot de gevangenen heeft gekregen;
4. Calls on the US Government to grant unimpeded access to the detainees at Guantánamo Bay for the respective UN bodies and international human rights organisations; notes that the International Committee of the Red Cross has been the only international organisation to have official access to the detainees;
