Doel van het WHV is de hoogst mogelijke gemeenschappelijke internationale standaarden vast te stellen om de internationale handel in conventionele wapens te reglementeren of de reglementering van die handel te verbeteren, de illegale handel in conventionele wapens te voorkomen en uit te bannen en te voorkomen dat conventionele wapens naar andere bestemmingen worden omgeleid.

Welcomes the conclusion under the auspices of the United Nations of a legally binding Arms Trade Treaty on international trade in conventional arms after seven years of long negotiations; recalls that the Treaty aims to establish the highest possible common international standards for regulating the international trade in conventional arms, and to prevent and eradicate the illicit trade in conventional arms for the purpose of contributing to international and regional peace, security and stability and the reduction of human suffering; believes that the effective implementation of the Treaty may significantly contribute to enhancing respect for international human rights and humanitarian law worldwide; welcomes the substantial contribution of civil society organisations from the inception to the adoption of the Arms Trade Treaty;

13. Welcomes the conclusion, under the auspices of the United Nations, of a legally binding Arms Trade Treaty (ATT) on international trade in conventional arms, creating an effective international arms control system through greater transparency and accountability, and establishing the highest international standards, thus making the irresponsible and illicit use of conventional arms ever more difficult; recognises the coherent and consistent role played by the EU and its Member States in support of the international process to establish binding rules governing the international arms trade;

9. verwelkomt de ondertekening onder auspiciën van de Verenigde Naties van een juridisch bindend Wapenhandelsverdrag (ATT) inzake de internationale handel in conventionele wapens, na zeven jaar van langdurig onderhandelen, waarmee een doeltreffend controlesysteem voor de internationale wapenhandel tot stand is gekomen met een grotere transparantie en controleerbaarheid, waarbij uiterst strenge internationale normen zijn vastgesteld, zodat het onverantwoordelijk en illegaal gebruik van conventionele wapens steeds moeilijker wordt;
