IN-CONTEXT TRANSLATIONS

5. stelt de Commissie in dit verband voor om zich in overeenstemming met paragraaf 17 van resolutie 2199 van de VN-Veiligheidsraad van 12 februari 2015 te concentreren op de bestrijding van de illegale handel in culturele kunstwerken, met name in goederen die deel uitmaken van het cultureel erfgoed en die sinds 6 augustus 1990 op illegale wijze uit Irak en sinds 15 maart 2011 uit Syrië zijn weggehaald; verzoekt de Commissie een gecoördineerde benadering uit te stippelen voor de bestrijding van die illegale handel, daarbij samenwerkend met degenen die op nationaal niveau verantwoordelijk zijn voor de opsporingsdiensten en in nauwe samenwerking met de Unesco en andere internationale organisaties zoals de Icom (Internationale Raad van Musea), het Internationaal Blauwe Schild Comité (ICBS) van de Icom, Europol, Interpol, Unidroit (Internationaal Instituut voor de eenmaking van het privaatrecht), de WCO (Werelddouaneorganisatie), de Icomos (Internationale Raad voor Monumenten en Landschappen) en het Iccrom (Internationaal Centrum voor de Studie tot het behoud en de restauratie van culturele goederen);

Suggests in this context that the Commission, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, focus on the fight against illicit trade in cultural artefacts, specifically as regards items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; calls on the Commission to devise a coordinated approach for combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law), the WCO (World Customs Organisation), ICOMOS (International Council on Monuments and Sites) and ICCROM (International Centre for the Study of the Preservation and Restoration of Cultural Property);

(11) Voor de bescherming en bevordering van cultureel erfgoed en waardevolle landschappen, die een integrerend onderdeel vormen van de culturele verscheidenheid die de Unie krachtens artikel 167, lid 4, van het Verdrag betreffende de werking van de Europese Unie dient te eerbiedigen en te bevorderen, kan doorgaans worden voortgebouwd op de definities en beginselen die zijn opgenomen in de toepasselijke verdragen van de Raad van Europa, met name de Overeenkomst inzake het behoud van het architectonische erfgoed van Europa, het Europees Landschapsverdrag, de Kaderconventie over de waarde van cultureel erfgoed voor de samenleving en de in 1976 in Nairobi door de UNESCO aangenomen internationale Aanbeveling betreffende de bescherming van historische objecten en hun rol in de hedendaagse samenleving.
(11) Protection and promotion of cultural heritage and landscapes, which are an integral part of the cultural diversity that the Union is committed to respect and promote in accordance with Article 167(4) of the Treaty on the Functioning of the European Union, can usefully build on definitions and principles developed in relevant Council of Europe Conventions, in particular the Convention for the Protection of the Architectural Heritage of Europe, the European Landscape Convention, the Framework Convention on the Value of Cultural Heritage for Society and the International Recommendation concerning the Safeguarding and Contemporary Role of Historic Areas adopted in Nairobi in 1976 by UNESCO.
