In order to fully accomplish the high standards of human rights set out in the Trade Agreement, to which both the Andean governments and the European Union are committed, suggests that the parties involved swiftly establish a dedicated domestic advisory group (DAG) on human rights and democratic principles, which should accompany and monitor the implementation of this or other Trade Agreements and work as an effective internal consultation body to the domestic offices that participate in the Committee on Trade of the Trade Agreement, using as a model for its operation the legal framework envisaged in the Trade Agreement for the participation of civil society in the Subcommittee on Trade and Sustainable Development; calls on the parties to the Trade Agreement to guarantee these DAGs the same level of binding involvement for civil society as in the Free Trade Agreement with South Korea, including a formalised and institutionalised complaint mechanism; calls on the parties, furthermore, to ensure the full independence of the DAGs, including as regards their own choice of members of the DAGs;

The Commission took account of the report provided by the European Securities and Markets Authority (ESMA) in November 2010 on China, Canada, India, and South Korea, which had received a transitional period by Commission Decision 2008/961/EC of 12 December 2008 on the use by third countries’ issuers of securities of certain third country’s national accounting standards and International Financial Reporting Standards to prepare their consolidated financial statements (4) and Commission Regulation (EC) No 1289/2008 of 12 December 2008 amending Commission Regulation (EC) No 809/2004 implementing Directive 2003/71/EC of the European Parliament and of the Council as regards elements related to prospectuses and advertisements (5), as well as the updates on China and India from April 2011.

De interne adviesgroep van de EU werkt samen en overlegt met het Europees Parlement en met andere EU-instellingen, met name de Commissie en de EDEO, die de EU-adviesgroep regelmatig bijpraten over de uitvoering van het TSD-hoofdstuk van de vrijhandelsovereenkomst tussen de EU en Korea.
The EU DAG’s Cooperation and dialogue take place with the European Parliament, as well as with other EU institutions, notably the Commission and the EEAS, which regularly update the EU DAG on the implementation of the TSD chapter of the EU-Korea FTA.

Ervaringen uit het verleden hebben aangetoond dat de samenhang en kwaliteit van de dialoog tussen de EU en Korea in het kader van de vrijhandelsovereenkomst aanzienlijk is verbeterd dankzij een betere coördinatie tussen de activiteiten van de interne adviesgroep van de EU en de Europese instellingen enerzijds en met andere internationale organisaties zoals de IAO en de OESO anderzijds.
Past experience has shown that, in the context of the EU-Korea FTA, the consistency and quality of the dialogue between the EU and Korea have been significantly improved thanks to better coordination of the activities of the EU DAG and the EU institutions, as well as coordination between them and other international organisations such as the ILO and the OECD.

Notes that ASEAN still has advantages over India because of higher labour productivity, a skilled workforce and low land prices; notes also that ASEAN has the goal of setting up a single market by 2020, although some members, including Singapore, Malaysia and Thailand, are pushing for the target date to be brought forward to 2015; is concerned, therefore, that intra-regional trade in SAARC is still low; considers that there are too many exceptions for the South Asia Free Trade Agreement (SAFTA) to be treated as a standard FTA; notes that ASEAN ministers recently discussed proposals for a wider trade zone with other Asian nations, including India, China, Japan and South Korea; calls on SAARC to continually review opportunities to expand trade and investment in the region; considers that in its relations with India, the EU should take an inclusive regional approach and calls on the EU to institute a "vision group" similar to what has been done for ASEAN, to explore future opportunities for EU-SAARC relations;
