E. whereas there is no single political opposition group; whereas ‘opposition or rebel groups’, including groups like the ISIL (Islamic State of Iraq and the Levant) or the Jabhat al-Nusra groups, constitute a complex mixture of armed groups, including jihadist factions, with various allegiances fighting a proxy war in Syria in which in‑fighting is estimated to have led to 1 400 deaths; whereas over 10 000 foreigners are estimated to be fighting with these armed groups; whereas the fact that scores of them are EU citizens has alarmed Western governments about possible dire repercussions; whereas the danger of the conflict spilling over into the whole region is terrifying;

J. overwegende dat de Malinese crisis vele facetten heeft en niet kan worden gereduceerd tot een etnisch conflict; overwegende evenwel dat de onvrede onder Toearegs en het streven naar onafhankelijkheid of grotere autonomie voor het noorden van Mali zijn uitgebuit door gewapende jihadistische groeperingen die begin 2012 een verbond sloten met de in opstand gekomen seculiere Nationale beweging voor de bevrijding van Azawad (MNLA), om de plaats van deze beweging vervolgens in te nemen; overwegende dat deze groeperingen, met name Ansar Dine, Al Qaida in de Islamitische Maghreb (AQIM) en de Beweging voor Eenheid en Jihad in West-Afrika (MUJAO), voorts hebben geprofiteerd van de instabiliteit als gevolg van de latere staatsgreep in Bamako en van de algehele instabiliteit in de regio, en worden bevoorraad via de ongecontroleerde wapenarsenalen in Libië; overwegende dat de existentiële bedreiging voor de Malinese staat zelf in combinatie met de systematische mensenrechtenschendingen in het noorden de gewapende interventies door Franse, Afrikaanse en VN-strijdkrachten hebben bespoedigd die tot doel hadden een einde te maken aan de wreedheden en de mensenrechtenschendingen door terroristische groeperingen, en de democratie, de rechtsstaat, het gezag van de Malinese staat en de eerbiediging van de mensenrechten te herstellen; overwegende dat er op 18 juni 2013 een voorlopig vredesakkoord is gesloten tussen de Malinese regering en de rebellenlegers; overwegende dat de situatie in Mali noopt tot een reactie die verder gaat dan het aanpakken van louter veiligheidsbedreigingen en ook een langetermijninzet en een resoluut optreden vergt van de zijde van de internationale gemeenschap om de diepgewortelde politieke, ontwikkelings- en humanitaire problemen te bestrijden;
J. whereas the Malian crisis is manifold and cannot be reduced to an ethnic conflict; whereas, however, Tuareg resentments and aspirations for independence or greater autonomy for northern Mali were exploited by armed jihadist groups, who in early 2012 allied with, and subsequently displaced, the secular National Movement for the Liberation of Azawad (MNLA) in their rebellion; whereas these groups, in particular Ansar Dine, Al-Qaeda in the Islamic Maghreb (AQIM) and the Movement for Oneness and Jihad in West Africa (MUJAO), further benefited from the instability arising from the subsequent coup in Bamako, as well as from the wider regional instability, and fuelled by the uncontrolled arsenals in Libya; whereas the impending existential threat to the Malian state itself, combined with the systematic violations of human rights in the north, precipitated the armed interventions by French, African and UN forces to halt the atrocities and human rights violations committed by the extremist groups, to restore democracy, the rule of law and the authority of the Malian state, and to re-establish respect for human rights; whereas a preliminary peace agreement was signed on 18 June 2013 between the Malian Government and rebel forces; whereas the situation in Mali requires a response that goes beyond addressing security threats, including long-term commitment and decisive action on the part of the international community to tackle deep-rooted political, developmental and humanitarian challenges;
