TRADUCTIONS EN CONTEXTE

In haar mededeling van 28 november 2012 getiteld "Blauwdruk voor een hechte economische en monetaire unie — Aanzet tot een Europees debat"[10] stelde de Commissie een ‘versterkte democratische legitimiteit en verantwoordingsplicht’ voor als een noodzakelijk onderdeel van elke hervorming van de Europese Unie. Dat werd ook onderstreept in het verslag "Naar een echte economische en monetaire unie", dat is opgesteld door de voorzitter van de Europese Raad, in nauwe samenwerking met de voorzitter van de Commissie, de voorzitter van de Eurogroep en de president van de Europese Centrale Bank[11]. Hierin wordt betoogd dat democratische legitimiteit en verantwoordingsplicht essentieel zijn voor een echte economische en monetaire Unie.
In its Communication of 28 November 2012 ‘A blueprint for a deep and genuine economic and monetary union — Launching a European Debate’[10] the Commission proposed ‘reinforced democratic legitimacy and accountability’ as a necessary part of any European Union reform.As further underlined in the Report ‘Towards a Genuine Economic and Monetary Union’ prepared by the President of the European Council in close cooperation with the Presidents of the Commission, the Eurogroup and the European Central Bank[11], democratic legitimacy and accountability are essential for a genuine Economic and Monetary Union.

As called for by the Council,this European Defence Action Plan contributes to ensuring that the European defence industrial base is able to meet Europe's current and future security needs and, in that respect, enhances the Union's strategic autonomy, strengthening its ability to act with partners. This Action Plan is closely linked with the Global Strategy's Implementation Plan on Security and Defence, which sets out a new level of ambition for the Union and identifies actions to fulfil it, as well as with the implementation of the EU-NATO Joint Declaration signed by the President of the European Council, the President of the Commission and the Secretary-General of NATO.

verzoekt zijn Voorzitter deze resolutie te doen toekomen aan de voorzitter van de Europese Raad, de vicevoorzitter van de Commissie/hoge vertegenwoordiger voor buitenlandse zaken en veiligheidsbeleid, de Raad, de Commissie, de parlementen van de lidstaten, de secretaris-generaal van de VN, de voorzitter van de Commissie van de AU, de voorzitter van het pan-Afrikaanse Parlement, de secretaris-generaal van de NAVO en de voorzitter van de parlementaire vergadering van de NAVO.
Instructs its President to forward this resolution to the President of the European Council, the Vice-President of the Commission/High Representative for Foreign Affairs and Security Policy, the Council, the Commission, the parliaments of the Member States, the Secretary-General of the UN, the Chairperson of the AU Commission, the President of the Pan-African Parliament, the Secretary-General of NATO and the President of the NATO Parliamentary Assembly.

It is for the Council to determine the salaries, allowances and pensions of EU high-level public office holders (‘public office holders’), including the President of the European Council , the President and members of the Commission , the High Representative of the Union for Foreign Affairs and Security Policy , the Presidents, Judges, Advocates-General and Registrars of the Court of Justice of the European Union , the President and members of the Court of Auditors , and the Secretary-General of the Council , together with any payment to be made instead of remuneration.

15. is verbijsterd dat met de oprichting van de EDEO geen rekening is gehouden in de ontwerpbegroting 2011; neemt kennis van het feit dat een verhoging van de kredieten nodig was in verband met de voorbereiding van de toetreding van Kroatië en voor een versterking van het kabinet van de voorzitter van de Europese Raad;
15. Is dismayed that the creation of the EEAS was not anticipated in the draft budget 2011; takes note that an increase of appropriations was necessary in order to prepare for the accession of Croatia and to reinforce the office of the President of the European Council;

Daarenboven is het opportuun om in de begroting van de Europese Raad te voorzien in de financiering van een kabinet ten dienste van de voorzitter van de Europese Raad, dat op dezelfde leest is geschoeid als dat van de Voorzitter van het Europees Parlement.
Furthermore, it would be advisable for the European Council's budget to include funding for a private office for the President of the European Council modelled on the President of Parliament's Private Office.

Het lijkt evenwel opportuun om in de begroting van de Europese Raad in middelen te voorzien voor een kabinet ten dienste van de Voorzitter van de Europese Raad dat, mits de nodige aanpassingen, op dezelfde leest kan worden geschoeid als dat van de Voorzitter van het Europees Parlement.
It would, however, appear appropriate to make provision within the European Council's budget for a private office for the President of the European Council which could, with suitable adjustments, be modelled on the President of Parliament's Private Office.
