TRADUCTIONS EN CONTEXTE

Na afloop van de studies binnen het vijfde kaderprogramma voor onderzoek en technologische ontwikkeling op het gebied van radionavigatie per satelliet, waaronder die in het kader van het programma Technologieën van de informatiemaatschappij, heeft de gemeenschappelijke onderneming contracten gesloten die waren voortgekomen uit de eerste uitnodiging tot het indienen van voorstellen ter benutting van de middelen die door het zesde kaderprogramma voor onderzoek en ontwikkeling beschikbaar waren gesteld.

22. betreurt het feit dat de financiering van onderzoek in Europa nog steeds sterk gefragmenteerd is, in die zin dat de middelen afkomstig zijn uit meerdere bronnen in de lidstaten en de Gemeenschap verschillende prioriteiten, beoordelingscriteria, definities en procedures hanteert, wat leidt tot onnodige overlapping, verwarring, fouten en te weinig kritische massa; verzoekt de Commissie en de Raad de aspecten samenwerking en coördinatie tussen de verschillende EU- en nationale programma's bovenaan op de agenda te plaatsen; verzoekt de Commissie een analyse op te maken ter verbetering van de wisselwerking tussen Europese en nationale projecten, ook met het oog op de mogelijkheid tot coördinatie bij de formulering van uitnodigingen tot het indienen van voorstellen en bij de evaluatie van projecten, alsook bij de bepaling van de vraag welke nationale wetten of regels het financiële beheer van internationale samenwerkingsprojecten op researchgebied belemmeren of compliceren; dringt erop aan uitnodigingen tot het indienen van voorstellen, inclusief die welke zijn gepland voor juli 2011, in overleg met de lidstaten te doen uitgaan, zodat er geen duplicatie of rivaliteit met nationale initiatieven optreedt maar dat zij deze juist aanvullen; is in dat verband van mening dat de ERA-NET-regeling moet worden verbreed tot een instrument ter ondersteuning van uitmuntendheid en ter ontwikkeling van criteria voor kwaliteitsindicatoren dat de grondslag moet vormen voor de coördinatie tussen programma's of joint ventures; stelt zich op het standpunt dat KP7 moet dienen ter aanvulling van de activiteiten van beheerders van nationale programma's die bij de gezamenlijke programmering zijn betrokken, zodat bij de kaderprogramma's onderzoek en ontwikkeling minder het accent komt te liggen op projectbeheer en meer op programmabeheer, zonder dat het beheer van kleine projecten echter mag worden veronachtzaamd; is van mening dat gezamenlijke programmering alleen succesvol kan zijn in ...
22. Deplores the fact that research funding is still very fragmented in Europe, with multiple sources of funding from the Member States and the Community applying different priorities, evaluation criteria, definitions and procedures, leading to unnecessary overlap, confusion, error and lack of critical mass; asks the Commission and the Council to put the issues of cooperation and coordination between the various EU and national programmes at the top of the agenda; calls on the Commission to carry out an analysis to improve the link between European and national actions, including possible coordination in the phases of formulating calls for proposals and evaluating projects, as well as the identification of national rules or laws that hinder or complicate the financial management of international research cooperation projects; asks that calls for proposals, including those of July 2011, be issued in consultation with the Member States, not duplicating or competing with national initiatives but complementing them; in this respect, considers that the ERA-Net scheme should be strengthened as a tool to support excellence and the development of criteria for quality indicators which constitutes the basis for coordination between programmes or joint ventures; suggests that FP7 should complement the efforts of actors managing national programmes involved in joint programming in order to move the RDFPs away from project management thinking towards programme management thinking, but without neglecting the management of small projects; believes that for Joint Programming to be successful, projects should be selected on the basis of excellence, tailored to the characteristics of each sector, the coordinating role of the Commission should be strengthened, and participating Member States should honour their financial commitments; asks that the last three years of FP7 be devoted to helping structure the European Research Area;

29. dringt aan op de herziening en consolidatie van de rol van de EU-instrumenten voor het bevorderen van innovatie, zijnde de structuurfondsen, het Europees Landbouwfonds voor Plattelandsontwikkeling, het kaderprogramma voor onderzoek en ontwikkeling, het kaderprogramma voor concurrentievermogen en innovatie en het Europees strategisch plan voor energietechnologie, om de administratieve procedures te rationaliseren, de toegang tot financiering te vergemakkelijken, met name voor het mkb, mechanismen in te voeren waarmee innovatie wordt gestimuleerd op basis van de verwezenlijking van doelstellingen die zijn gekoppeld aan slimme, duurzame en inclusieve groei, en om de samenwerking met de Europese Investeringsbank te verbeteren;
29. Stresses the need to review and consolidate the role of the EU instruments that support innovation, namely the Structural Funds, the EAFRD, the Framework Programme for Research and Development, the CIP and the SET plan, with a view to rationalising administrative procedures, facilitating access to funding, especially for SMEs, and introducing innovative incentive mechanisms based on achieving objectives linked to intelligent, sustainable and integrative growth, as well as to promoting closer cooperation with the EIB;

The Community Lisbon programme includes a number of important initiatives to tackle the decisive cross-border impact of research and innovation and the fragmentation of European research efforts: namely the 7th framework programme for research, technological development and demonstration and the competitiveness and innovation framework programme.

Any content policy action should be complementary to other ongoing Community initiatives, and be performed in synergy with actions under the fifth Framework Programme for Research and Development, the sixth Framework Programme for Research and Development , the Framework Programme for Culture, the Media programmes, with Community education actions, SME actions, and with the Structural Funds.
