Particular attention should be paid to tourism professionals who are directly concerned with cultural heritage, for instance guides, who should be accredited and demonstrate their ability to highlight the quality of cultural assets, based on a certificate issued by the local authorities testifying to their knowledge of the monuments in the area they are working, even if only on a temporary basis, and compulsory knowledge of the local language and the language of the people they are guiding, accredited by the CEN (CEN EN 13809, 2003) up to 1975, as well as Directive 1975/368/EC and Directive 1992/51/EC. An equivalent certificate must exist for all types of professionals (e.g. waiters, chefs, fitness instructors) who have contact with tourists.

Nadat de aanbestedende diensten de onderhandelingen met alle deelnemers voor beëindigd hebben verklaard en dezen daarvan in kennis hebben gesteld, gaan zij aan de hand van de overeenkomstig lid 2 reeds vastgestelde selectiecriteria na of de economische en financiële draagkracht en de technische bekwaamheid van de gegadigden aan de in het definitieve bestek gespecificeerde technische oplossing beantwoorden. Ingeval de economische en financiële draagkracht of de technische bekwaamheid van een of meer gegadigden, zoals deze bij de aanvraag tot deelneming aan de onderhandelingen zijn aangetoond, niet aan deze technische oplossing beantwoorden, nodigen de aanbestedende diensten de betrokken gegadigden schriftelijk uit, de nodige documentatie te verstrekken teneinde op grondslag van vorengenoemde criteria na te gaan of zij over de passende draagkracht en bekwaamheid voor de gekozen technische oplossing beschikken.
7. After announcing the end of negotiations and informing all the participants thereof, the contracting authorities shall check, by applying the selection criteria already set in accordance with paragraph 2, whether the candidates’ economic, financial and technical capacity is appropriate to the technical solution specified in the final contract documents. Where the economic, financial or technical capacity of one or more candidates, as proven at the request to participate in negotiations, is not appropriate to the technical solution, contracting authorities shall make a written request to the candidates concerned to present the necessary documentation to allow a check to be carried out, on the basis of the above mentioned criteria, as to whether they have the capacity adapted to the retained technical solution.
