Refers to its inquiry into the electronic mass surveillance of EU citizens; reiterates the serious concern it expressed in its resolution of 4 July 2013 on the US National Security Agency surveillance programme, surveillance bodies in various Member States and their impact on EU citizens' privacy ; considers mass surveillance to present a serious challenge to the Union principles of democracy, the rule of law and fundamental rights, and insists on the organisation of proper and effective parliamentary and judicial oversight and security at EU and national level; considers it essential that more checks and balances be put in place, in particular through the adoption of the EU legal framework on the protection of data, which should ensure full respect for fundamental rights; considers that action must be taken in relation to surveillance threatening the internal security of the EU; calls on the European Council to address the recommendations and calls made in its resolution of 12 March 2014 on the US NSA surveillance programme, surveillance bodies in various Member States and their impact on EU citizens´ fundamental rights and on transatlantic cooperation in Justice and Home Affairs;

Considers European Union initiatives such as the ‘European Capital of Culture’, the ‘European Heritage Label’ and the ‘Iron Curtain Trail’ which need to have significant synergies with projects from the Council of Europe’s Cultural Routes programme (such as the ‘Way of St James’, the Via Francigena or one of the other recognised routes) and the European Institute of Cultural Routes to be necessary in promoting European heritage, contemporary creativity and sustainability in cultural tourism, approaching new consumers and supporting remote and lesser-known regions; calls in this context for closer links with traditional regional cultures and for measures to preserve traditional urban and rural landscapes; welcomes programmes such as EDEN and NECSTouR due to their potential for boosting sustainable economic development;

ACTIONS The Commission will: Key Action 16: Propose by 2012 a Council and Parliament Decision to ensure mutual recognition of e-identification and e-authentication across the EU based on online 'authentication services' to be offered in all Member States (which may use the most appropriate official citizen documents – issued by the public or the private sector); Other actions: Support seamless cross-border eGovernment services in the single market through the Competitiveness and Innovation Programme (CIP) and Interoperability Solutions for European Public Administrations (ISA) Programme; Review by 2011 the Public access to Environmental Information Directive; [62] Work with Member States and stakeholders to implement cross-border eEnvironment services, notably advanced sensor networks; Define by 2011 concrete steps in a White Paper on how to inter-connect e-procurement capacity across the single market; Lead by example on open and transparent eGovernment by creating in 2010 and implementing an ambitious eCommission 2011-2015 action plan, including full electronic procurement.

A. whereas Council Directive 2008/8/EC of 12 February 2008 amending Directive 2006/112/EC as regards the place of supply of services changed the location and conditions for the payment of value added tax (hereinafter 'VAT') by providers of telecommunications services, radio and television broadcasting services (hereinafter 'selected electronic services') to non-taxable persons, to the effect that providers of selected electronic services pay VAT in the state in which their customers use the services they provide;
