Stresses that TiSA should not hamper the competences of local and regional authorities (LRAs), which are responsible for a large share of public investment under the EU’s cohesion policy and are actively involved in the delivery of key public services across the territory, nor reduce the ability of LRAs to foster local and regional development and protect the general interests of their citizens; reiterates that the competences of Member States and of local and regional authorities must remain unaffected by TiSA and that they should have the right to regulate service delivery and introduce new legal acts in their territories to achieve their public policy objectives; hopes that, during negotiations, these considerations will be taken into account with a view to securing the full implementation of cohesion policy so that regional and local authorities can freely represent the interests of their citizens;
