Reiterates that education and investment in human capital are the foundation of social cohesion and socio-economic development, and calls for decisive action, backed up by adequate funding, to be taken against illiteracy, the rate of which remains high in some countries in the region, in particular among girls and women, and for access to be provided to non-fee-paying public education at primary and secondary levels, which is currently restricted owing to a lack of the necessary budgetary resources in some countries; in this context, supports the project drawn up by the OEI, ‘Educational goals 2021: the education we want for the generation of the bicentenaries’;

14. verzoekt de Commissie een voorstel voor werkmethoden op te stellen, dat onder meer binnen de Euro-Latijns-Amerikaanse Parlementaire Vergadering en op de in mei 2008 in Lima te houden Euro-Latijns-Amerikaanse en Caribische (LAC) top kan worden besproken, met betrekking tot de coördinatie van de verschillende Europese initiatieven om op te treden tegen vrouwenmoorden en de straffeloosheid van de daders, in samenwerking met de plaatselijke instellingen en organisaties, en het personeel van deze instellingen en organisaties bewust te maken van gendervraagstukken en het probleem van geweld tegen vrouwen; dringt er tevens op aan dat deze initiatieven regelmatig worden geagendeerd en besproken in haar Commissie rechten van de vrouw en gendergelijkheid, in samenspraak met haar delegatie voor de betrekkingen met de landen in Midden-Amerika en haar delegatie bij de Gemengde Parlementaire Commissie EU-Mexico;
14. Calls upon the Commission to put forward a methodological proposal - to be discussed, inter alia, within the Euro-Latin American Parliamentary Assembly and at the EU-Latin American and Caribbean (LAC) Summit to be held in Lima in May 2008 - concerning ways of coordinating - in cooperation with local institutions and organisations - the various EU initiatives designed to combat feminicide and the impunity of the perpetrators, and to make the staff of those institutions and organisations aware of gender issues and violence against women; calls also for such initiatives to be regularly put forward and discussed by its Committee on Women's Rights and Gender Equality, in conjunction with its Delegation for relations with the countries of Central America and its Delegation to the EU-Mexico Joint Parliamentary Committee;

Supports the Commission's proposal that a political dialogue on conflict prevention and crisis management be placed on the new political agenda, but suggests that the dialogue should also encompass European Security and Defence Policy (ESDP) matters as a whole and be organised around the Euro-Latin American Charter for Peace and Security and the work of a bi-regional conflict prevention centre to be set up in Latin America, since this would be the best way to exchange shared experiences and bolster and coordinate efforts involving the countries and regional bodies concerned, including in particular the Organization of American States (OAS) and the Rio Group;

In politiek opzicht behelzen de voorstellen onder meer een Europees-Latijns-Amerikaans handvest voor vrede en veiligheid, de oprichting van een biregionaal centrum voor conflictpreventie, het systematisch nastreven van een Europees-Latijns-Amerikaanse consensus binnen internationale organisaties en bij internationale onderhandelingen, een actualisering van de politieke ministeriële dialoog en de oprichting van een transatlantische Europees-Latijns-Amerikaanse vergadering.
In the political sphere its main proposals include a Euro-Latin America Charter for Peace and Security, the setting up of a Bi-regional Conflict Prevention Centre, the systematic search for a Euro-Latin America consensus within international organisations and at international negotiations, an updating of the ministerial political dialogue and the setting up of a Euro-Latin America Transatlantic Assembly.

For cooperation with Latin America, the Commission plans to pursue a policy of active support for governance in most countries, contributing support for the modernisation of government in areas such as: the representation of all members of society in politics, cooperation with civil society, the promotion of dialogue between social partners, access to justice, strengthening the judiciary, capacity building in the security sector, promoting the security sector’s adherence to the rule of law, decentralisation and good governance, the responsible management of natural resources, tackling corruption and anti-impunity initiatives.
