By way of derogation from Article 46, the following shall also be recognised as satisfying Article 21: training existing as of 5 August 1985, provided by "Fachhochschulen" in the Federal Republic of Germany over a period of three years, satisfying the requirements referred to in Article 46 and giving access to the activities referred to in Article 48 in that Member State under the professional title of "architect", insofar as the training was followed by a four-year period of professional experience in the Federal Republic of Germany, as attested by a certificate issued by the professional association in whose roll the name of the architect wishing to benefit from the provisions of this Directive appears.

In afwijking van artikel 42 wordt eveneens als beantwoordend aan artikel 20 erkend de driejarige opleiding aan de "Fachhochschulen" van de Bondsrepubliek Duitsland, zoals die is gevolgd door personen die op of vóór 5 augustus 1985 een architectenopleiding volgden, die voldoet aan de eisen van artikel 42 en die in die lidstaat toegang geeft tot de in artikel 44 bedoelde werkzaamheden onder de beroepstitel van architect, voor zover deze opleiding wordt aangevuld met een periode van beroepservaring van vier jaar in de Bondsrepubliek Duitsland, waarvan het bewijs wordt geleverd door een certificaat dat is afgegeven door de beroepsorde waarbij de architect die voor de bepalingen van deze richtlijn in aanmerking wil komen, op de ledenlijst is ingeschreven.

De Raad van Bestuur bestaat uit een vertegenwoordiger van iedere lidstaat (15) vier vertegenwoordigers van de Commissie en vier vertegenwoordigers van de meest betrokken sectoren (voor de ledenlijst zie bijlage 1).
