2. Acknowledges that Europe’s forests are of immense value in terms of biodiversity and the ecosystem services that they provide, including but not limited to water retention, flood protection and, importantly, climate change mitigation, by absorbing and storing 10 % of the EU’s carbon emissions; considers, therefore, that forests should benefit from a high level of protection and an improvement in the conservation status of forest species and habitats, in line with the objectives of the EU Biodiversity Strategy up to 2020 and the 7th EAP; highlights the opportunities provided in this respect by the Natura 2000 network, which includes a significant proportion of Europe’s forests;

39. meent dat de doelstellingen van de EU 2020-strategie voor biodiversiteit, met inbegrip van de hierin vastgestelde streefdoelen en acties, volledig moeten worden opgenomen in het zevende MAP als middel om de volledige tenuitvoerlegging ervan te verzekeren; meent dat sommige acties op de korte termijn versterkt moeten worden om ervoor te zorgen dat biodiversiteit duidelijker aan bod komt op alle beleidsgebieden, en dat er aanvullende acties nodig zijn (bijvoorbeeld maatregelen voor het herstel van gedegradeerde ecosystemen) om de doelstelling voor 2020 te verwezenlijken; benadrukt dat het zevende MAP zal voorzien in een solide kader om de goedkeuring van de nodige juridische en financiële instrumenten te ondersteunen, te beginnen met een gegarandeerde financiering voor Natura 2000;
39. Considers that the objectives of the EU 2020 Biodiversity Strategy, including its targets and actions, should be fully included in the 7th EAP as a means to ensure its full implementation; considers that certain actions need to be reinforced in the short term so that biodiversity is more clearly addressed in all policy areas, and that additional actions are necessary (e.g. action to restore degraded eco-systems) to effectively achieve the 2020 target; stresses that the 7th EAP will provide a powerful framework to support the adoption of the necessary legal and financial instruments, starting with guaranteed funding for Natura 2000;

MAP 2000 bestaat uit drie soorten maatregelen die elkaar aanvullen:
MAP 2000 consists of three complementary levels of actions:

13. steunt de aanbeveling om de ontwikkeling van de burgermaatschappij te bevorderen via meer gerichte beleidslijnen en duidelijk geformuleerde prioriteiten voor het Balkangebied; verwelkomt de door de Commissie in maart 2000 opgestelde “Road Map” als een geheel van specifieke maatregelen waarvan de Europese Unie wenst dat Bosnië-Herzegovina deze op korte termijn uitvoert; stelt vast dat de voortgang bij de tenuitvoerlegging van de "Road Map”, die hopelijk aan het eind van het eerste halfjaar van 2001 zal zijn voltooid, permanent door de Commissie wordt geëvalueerd; verzoekt de Commissie de uitkomsten van deze evaluatie vóór 1 juli 2001 aan het Europees Parlement voor te leggen;
13. Endorses the recommendation that civil society be promoted by means of more purposeful policies and clearly formulated priorities for the Balkans; welcomes the "Road Map" drawn up by the Commission in March 2000 as a set of specific measures which the European Union wishes Bosnia-Herzegovina to carry out in the short term; notes that progress in the implementation of the Road Map which it is hoped should be completed by the end of the first six months of 2001 is constantly monitored by the Commission, and calls on the Commission to submit the result of this assessment to the European Parliament before 1 July 2001;
