Reiterates its support for MONUC in difficult circumstances and urges that all efforts should be made to allow it to fully assume its role; in this respect, recalls the necessity to immediately reinforce MONUC and calls on the Commission, the Council and in particular Belgium, France, Italy and the United Kingdom to play a leading role in ensuring that the United Nations Security Council supports this reinforcement by strengthening the operational capacities of MONUC in terms of appropriate equipment and manpower;

2. stelt vast dat MONUC ondanks haar ruime mandaat niet over voldoende middelen kon beschikken om deze moordpartijen, verkrachtingen, plunderingen, gedwongen rekrutering van burgers en kindsoldaten te verhinderen, noch de vele andere gewelddaden en schendingen van de mensenrechten; verzoekt de Raad en de Commissie daarom ervoor te zorgen dat de recente versterking van MONUC leidt tot een aanzienlijke verbetering van de veiligheid voor de burgerbevolking van Noord-Kivu en, voor zover dat nog niet is gebeurd, er bij de VN-Veiligheidsraad op aan te dringen dat MONUC haar missie kan vervullen, in de eerste plaats de daadwerkelijke en duurzame bescherming van de burgerbevolking in de regio;

Notes that, despite its broad mandate, MONUC has not had sufficient resources to enable it to prevent these massacres, rapes, pillaging, forced recruitment of civilians and child soldiers, and countless other acts of violence and human rights abuses, and therefore calls on the Council and the Commission to ensure that the recent strengthening of MONUC leads to a significant improvement in the security of the populations of North Kivu and, should this not ensue, to urge the United Nations Security Council to give MONUC the means to fulfil its mission, beginning with the effective and lasting protection of the civilian populations of the region;

The Political and Security Committee, in accordance with the third subparagraph of Article 25 of the Treaty and pursuant to Article 10(2) of Council Joint Action 2006/319/CFSP of 27 April 2006 on the European Union military operation in support of the United Nations Organisation Mission in the Democratic Republic of the Congo (MONUC) during the election process (1), adopted Decision MONUC SPT/1/2006 (2) and Decision MONUC SPT/2/2006 (3) on 30 May 2006.

3.
