In haar mededeling van 15 november 2005 aan de Raad, het Europees Parlement, het Europees Economisch en Sociaal Comité en het Comité van de Regio’s getiteld „Uitbreiding van de taakstelling van het Europees Agentschap voor de veiligheid van de luchtvaart — Agenda voor 2010” heeft de Commissie aangekondigd dat zij voornemens is de taken van het Europees Agentschap voor de veiligheid van de luchtvaart (het „Agentschap”) in het kader van een „totale systeembenadering” geleidelijk uit te breiden naar veiligheid en interoperabiliteit van luchthavens/luchtvaartterreinen, luchtvaartnavigatiediensten (Air Navigation Services — ANS) en luchtverkeersbeheer (Air Traffic Management — ATM).
In its communication of 15 November 2005 to the Council, the European Parliament, the European Economic and Social Committee and the Committee of the Regions entitled ‘Extending the tasks of the European Aviation Safety Agency — an agenda for 2010’, the Commission announced its intention to progressively extend the tasks of the European Aviation Safety Agency (the Agency), with a view towards a ‘total system approach’, to aerodrome/airport safety and interoperability, air navigation services (ANS) and air traffic management (ATM).

Zoals uiteengezet in het "Actieplan inzake de capaciteit, efficiëntie en veiligheid van de Europese luchthavens"[5], zullen de uitvoeringsmodaliteiten inzake Air Traffic Flow Management, die in 2008 door de Commissie zullen worden goedgekeurd op basis van artikel 9 van Verordening (EG) nr. 551/2004 betreffende de organisatie en het gebruik van het gemeenschappelijk Europees luchtruim[6], een mechanisme bevatten dat tot doel heeft de samenhang tussen slots en vluchtplannen te vergroten.
As set out in the “Action plan for airport capacity, efficiency and safety in Europe”[5], the Implementing Rule on Air Traffic Flow Management, which is scheduled to be adopted by the Commission in 2008 on the basis of Article 9 of Regulation (EC) No 551/2004 on the organisation and use of the airspace in the Single European Sky[6], will provide for a mechanism aimed at increasing the consistency between slots and flight plans.
