Een aantal artikelen van het Financieel Reglement moeten wegens de afschaffing van de reserve voor communautaire leningen en garanties op leningen ten behoeve van derde landen en de vaststelling van een nieuwe voorzieningsregeling voor het Garantiefonds voor externe maatregelen worden aangepast.
A number of articles of the Financial Regulation should be amended because of the abolition of the reserve relating to Community loans and loan guarantees to third countries, and because of the adoption of a new provisioning mechanism for the Guarantee Fund for external actions.

Co-regulation, as defined in the IIA on better law-making (point 18), is the ‘mechanism whereby a Community legislative act entrusts the attainment of the objectives defined by the legislative authority to parties which are recognised in the field (such as economic operators, the social partners, non-governmental organisations, or associations)’.

Het huidige mechanisme voor financiële ondersteuning op middellange termijn van de betalingsbalansen van de lidstaten werd ingesteld bij Verordening nr. 1969/88 van de Raad van 24 juni 1988. Door die verordening werden twee communautaire financieringsmechanismen, te weten de financiële bijstand op middellange termijn [1] en het mechanisme van communautaire leningen ter ondersteuning van de betalingsbalansen van de lidstaten [2], samengevoegd in een geïntegreerd mechanisme voor financiële ondersteuning op middellange termijn.
The present facility providing medium-term financial assistance for Member States' balances of payments was established by Council Regulation (EEC) No 1969/88 of 24 June 1988, which merged two Community financial mechanisms, namely the machinery for medium-term financial assistance [1] and the Community loan mechanism designed to support the balance of payments of Member States, [2] into a single facility providing medium-term financial assistance.
