Takes the view that the process of rural exodus and depopulation must be countered without delay in order to ensure suitable conditions and sustainable prospects for smallholdings in their current locations; calls on the Member States, to deploy efficiently available EU funding to promote infrastructure, educational, medical and nursing facilities, childcare, access to high-speed internet and the establishment and development of rural small and medium-sized enterprises (SMEs), so as to ensure equivalent living conditions in urban and rural areas; recommends that efforts be focused on the creation of sustainable future prospects for young people, the well educated and women;

8. erkent de bijzondere status en behoeften van bepaalde regio's die voortvloeien uit hun geografische situatie, demografische veranderingen of specifieke beperkingen zoals hun natuurlijke omgeving, waarbij ook de nodige aandacht moet worden besteed aan hun potentieel; dringt eens te meer aan op handhaving van bepaalde vormen van preferentie, flexibiliteit en speciale begrotingsfinanciering voor deze categorieën regio's, met name die welke zijn bedoeld in de artikelen 349 en 174 van het Verdrag betreffende de werking van de Europese Unie, te weten regio's die bijzonder zijn benadeeld (zoals ultraperifere gebieden, met inbegrip van landelijke ultraperifere gebieden, zeer dun bevolkte regio's in het hoge noorden die o.a. te kampen hebben met lange afstanden en een noordelijk klimaat, alsmede insulaire, berg- en grensoverschrijdende regio's), waarbij gunstiger voorwaarden kunnen worden bedongen voor investeringen in deze regio's door middel van directe steun of belastingvrijstellingen; dringt er tevens op aan dat wordt uitgezocht in hoeverre er voor deze categorieën regio's bepaalde preferenties kunnen worden gehandhaafd of gecreëerd om te waarborgen dat de te gebruiken cohesiebeleidsinstrumenten zijn aangepast aan hun economieën, onder inachtneming van de rol van hun kleine en middelgrote ondernemingen en van de noodzaak hun concurrentievermogen en gelijke kansen te vrijwaren, zodat zij een integraal onderdeel van de interne markt van de EU gaan uitmaken;

Recognises the special status and needs of certain regions stemming from their geographical situation, demographic change or specific constraints, such as their natural environment, while paying attention also to their potential; reiterates its call for special forms of preference, flexibility and special budget funding to continue to apply in respect of these types of regions, and in particular those referred to in Articles 349 and 174 of Treaty on the Functioning of the European Union, which are particularly disadvantaged (such as outermost regions, including the rural outermost areas, northernmost regions with a very low population density, which, inter alia suffer from long distances and northern conditions, and island, mountain and cross-border regions), with more favourable terms being provided for investment in these regions, by means of either direct assistance or tax exemptions; calls also for studies into the preservation or creation of certain preferences for these types of regions, with a view to ensuring that the use of cohesion policy instruments is adapted to their economies, with due regard for the importance of their small and medium-sized undertakings and the need for competitiveness and equal opportunities in order to make them an integral part of the EU internal market;

Mr. Henry Kuningas from the Cultural Heritage Department of the city of Tallinn in Estonia will highlight that the regenerative use of industrial cultural heritage in Europe can help increase cities' potential to attract new small and medium sized companies, can make them to become more attractive places to live and can contribute to their economic development and to citizen’s welfare; Mr. Serge Grappin, Educational Adviser in the House of Heritage (Maison du Patrimoine), Saint Romain, France will present an example of how cultural heritage can be used to help rehabilitate young offenders by offering them a chance to break with their usual environment, immerse themselves in sites which are steeped in history and help them unleash emotion and curiosity; Ms Judy Ling Wong CBE, FRSA, Director of the Black Environment Network in the United Kingdom will be presenting a project with a particular focus on the variety of cultures in society, aiming at including people from various cultural backgrounds and showing how cultures are interlinked.
