RECALLS the discussions at the Informal Meeting of Ministers of Health held in Athens on 28-29 April 2014 on the ‘Economic crisis and healthcare’ which highlighted the importance of health reforms to overcome the crisis and exchanging best practices and sharing of information between Member States in areas of common interest including the cost of healthcare, the basket of healthcare services, pharmaceuticals, health systems performance assessment and investing in prevention towards ensuring resilience of health systems; there was broad consensus to improve further access to healthcare particularly for the most vulnerable populations, while the issue of involvement of the Ministers of Health into the European Semester process was also raised.

31. is van mening dat de EAV een jaarverslag van zijn activiteiten aan het Europees Parlement moet aanbieden en dat de directeur van de autoriteit regelmatig een bezoek zou moeten brengen aan de Commissie milieubeheer, volksgezondheid en consumentenbescherming van het Europees Parlement; dergelijke ontmoetingen met de commissie zouden minstens eenmaal per jaar moeten plaatsvinden of telkens wanneer de Commissie milieubeheer, volksgezondheid en consumentenbescherming daarom verzoekt;

Considers that the EFSA should present an annual report of its activities to the European Parliament and that the Director of the Authority should make regular visits to the European Parliament's Committee on the Environment, Public Health and Consumer Policy. Such presentations to the Committee should take place at least once a year or on demand of the Parliament's Committee on the Environment, Public Health and Consumer Policy;

Het Verdrag van Amsterdam is hierover volkomen duidelijk: als de volksgezondheid in het geding is, is artikel 152 als rechtsgrondslag van toepassing. Ik moet de Commissie juridische zaken en interne markt van ons eigen Parlement hier trouwens over zeggen dat het niet volstaat het voorstel van de Commissie eens te bekijken, vast te stellen dat er niets in staat over volksgezondheid of consumentenbescherming, en dat het dus niet gaat over volksgezondheid of consumentenbescherming.Daarom zal mijn fractie - zoals de heer Kindermann al heeft aangekondigd- morgen bij de stemming voor een wijziging van de rechtsgrondslag stemmen, en ik hoop dat de andere fracties hetzelfde zullen doen.
The Treaty of Amsterdam states quite clearly that, where people’s health is concerned, Article 152 is the correct legal base, and may I say to our own Committee on Legal Affairs and the Internal Market that it is simply not good enough to look at the Commission’s proposal and say, there is nothing in it about health and consumer protection, so it has nothing to do with health and consumer protection.
