The presidency intends discussions to focus on the financial sector; coordinated implementation of the European economic recovery plan, including the means for supporting industry and preserving the role of the EU's internal market; employment; and preparations for the G20 summit on global financial governance, to be held in London on 2 April.

Recalls its insistence on a far-reaching reform of global economic and financial governance, in order to promote transparency and accountability and to ensure coherence between the policies of the international economic and financial institutions; calls for the Bretton Woods institutions and other existing economic governance bodies, including the G20, to be integrated, as a first step towards a global economic governance structure, into the UN system, where they should engage with the World Trade Organisation (WTO), with the ILO and with a world climate organisation that needs to be created;

C. whereas financial supervision has not kept pace with market integration and the global evolution of financial markets demanding an update of the existing regulation and supervision systems in order to tackle systemic risks better, provide financial stability, attain the objectives of the European Union and contribute to an improved global financial governance,

The goal should be to devise a system of global financial governance adapted to the challenges of the 21st century in terms of efficiency, transparency and representation.

The summit is expected to tackle the following issues: coordination of economic policies; the framework for growth (addressing macroeconomic imbalances); reform of financial regulation; reform of the international monetary system; commodity price volatility; other issues, such as food security, global governance, development cooperation, trade, corruption, employment and energy.

Deze top heeft onder meer tot doel een aanvang te maken met een betere mondiale coördinatie, de rol van de internationale instellingen bij het toezicht op de financiële markt tegen het licht te houden en de structuren voor global governance met het oog op de toekomst aan te passen.
