– (BG) De uitdagingen waarvoor Moldavië zich op dit moment gesteld ziet, die ook deel uitmaken van onze algemene doelstelling, zijn onder meer versterking van de multi-etnische staat en zijn identiteit, de politieke afwikkeling van het probleem van Transnistrië en EU-lidmaatschap van het land als zelfstandige, onafhankelijke staat.

Points out that the Badinter principle, as enshrined in the Constitution of the Former Yugoslav Republic of Macedonia, is intended as a means to dialogue and consensus in a multi-ethnic state; regrets that early in 2007, as a result of dissatisfaction with the application of the Badinter principle, the largest Albanian opposition party ceased all parliamentary activity; welcomes the fact that the consultations between government and the opposition resulted in an agreement covering the list of laws to be adopted by applying the Badinter principle, the use of the Albanian language in public institutions, the social security situation of former Albanian guerrilla fighters and the composition of the Committee on Inter-Ethnic Relations, thus enabling all elected members to resume their parliamentary duties and to show political responsibility; calls on this basis, following the implementation of the agreement, for the status of EU candidate country that was granted in 2005 to be accompanied as soon as possible by the actual start of accession negotiations; finally, invites all parties to maintain and consolidate this spirit of dialogue in settling their divergences and to pursue jointly the reform agenda which is essential for the country's European prospects;

Believes that the EU and the United States must urgently deal with short-term challenges of security and longer-term challenges of Kosovo's development with a view to achieving a common objective: a functional state, a multi-ethnic society with strong, functioning institutions and respect for the rule of law; welcomes the fact that for the first time the EULEX Mission to Kosovo will include US police officers; notes that the US Administration will second a number of State Department staff and contractors to the operation in Kosovo and will cover 25 percent of the operating costs of the International Civilian Office (ICO), with the remainder coming from contributions from the European Commission, and from other states;

5. The EU looks forward to the pace of peace implementation increasing in 1998 and calls on all the Bosnian authorities to make BiH a fully-functioning democratic and multi-ethnic state on equal terms with her neighbours, and to develop active and effective political and economic co-operation between the BiH State and the two Entities.

The European Union will work, on the basis of the agreements reached in Geneva and New York, to achieve the following goals: 1. the continuing existence of Bosnia-Herzegovina as a single State in its internationally recognized borders, consisting of two entities : the Federation of Bosnia-Herzegovina and the Republica Srpska; 2. Bosnia-Herzegovina must be a multiethnic state, a democracy founded on respect for the human person and the rule of law; 3. basic human rights and the rights of minorities as enshrined in international law have to be fully recognized and respected; 4. full respect for the rights of refugees and displaced persons, in particular the right of voluntary return; 5. a framework for early, free and fair elections in Bosnia- Herzegovina; 6. economies based on market principles and regional cooperation; 7. mutual recognition among all the states of the former Yugoslavia, within their internationally recognized borders; 8. the establishment of a process to define arms control, disarmament and confidence building measures.
