7. In aansluiting op de conclusies van de gecombineerde ECOFIN/JBZ-Raad van 17 oktober 2000 herhaalt de Raad, zoals aanbevolen door de Financiële Actiegroep Witwassen van Geld (FATF (Financial Action Task Force)), dat de financiële instellingen van de lidstaten bijzondere aandacht moeten schenken aan zaken en transacties met personen, inclusief bedrijven en financiële instellingen, in de niet-coöperatieve landen en gebieden (NCCT).
7. In line with the conclusions of the joint ECOFIN/JHA meeting on 17 October 2000, the Council reiterates, as recommended by the Financial Action Task Force on money laundering (FATF), that the Member States' financial institutions shall give special attention to businesses and transactions with persons, including companies and financial institutions, with the Non Co-operative Countries and Territories (NCCT).

De Raad besluit het FATF-mechanisme te gebruiken voor gecoördineerde maatregelen tegen NCCT, ook met betrekking tot landen die onderdak verlenen, steun geven of toevluchtsoorden bieden aan terroristen en hun financieringsmiddelen.
The Council decides to use the FATF mechanism for coordinated counter-measures against NCCTs also in relation to those countries that harbour, support or provide safe havens to terrorists and their means of financing.
