In the conclusions of the international conference: Women in conflict resolution, held in Ljubljana, June 21-22, 2008 in the Institutum Studiorum Humanitatis - Ljubljana Graduate School in Humanities: "The best results of the implementation of the Resolution 1325 seem to be in Kosovo, where international agencies and national women's movement worked hand in hand in a sandwich like strategy and succeeded to enact strong quota regulations for national and local elections, to train and to make police and army more sensitive to women human rights and needs in the post conflict situation".

Omdat een conflict ook na de acute fase nog de nodige aandacht moet krijgen en teneinde bij te dragen tot een meer samenhangende en systematische aanpak van de problemen in naoorlogse situaties in Afrika zal de Europese Unie:

Aangezien de EG niet over extra middelen beschikt om daaraan te besteden (tenzij meer financiële bijstand beschikbaar kan worden gemaakt), zou die strategie de volgende componenten kunnen omvatten: i) politieke steun voor de souvereiniteit, de onafhankelijkheid en de territoriale integriteit; instemming van alle partijen met het beginsel dat grenzen onschendbaar zijn en dat het gebruik van geweld voor het veroveren van grondgebied ontoelaatbaar is, is van essentieel belang voor het verwezenlijken van regionale stabiliteit; ii) politieke dialoog op bilaterale/regionale basis; doel is het gebruik van de middelen die de Unie ter beschikking staan, voor het bevorderen van vredesprocessen op de plaatsen waar zich regionale conflicten voordoen, in het bijzonder Nagorny Karabach. iii) steun voor het versterken van de democratische instellingen; iv) humanitaire hulp met inbegrip van voedselhulp en de levering van brandstof; v) financiële steun; buitengewone steun zal nodig zijn naar aanleiding van de rampzalige economische situatie in de republieken en hun aanzienlijke betalingsbalansproblemen; vi) steun voor de naoorlogse wederopbouw; - aanmoediging van handel en investeringen; - technische bijstand (voor het in het leven roepen van instellingen, voor ondernemingen en voor de herstructurering van de landbouw en de energiesector); - totstandbrenging van verkeersverbindingen binnen de regio en met andere buurlanden (met name via druk op Rusland en Turkije voor het deblokkeren van het transitovervoer naar Armenië en Azerbeidzjan); vii) samenwerking en coördinatie met andere belangrijke donors Instrumenten Partnerschaps- en Samenwerkingsovereenkomst (componenten i), ii) en vi)).
Given that the EC does not have additional resources which could be diverted to this purpose, (unless further financial assistance can be made available) Such strategy could consist of the following components: i) political support for sovereignty, independence and territorial integrity. Acceptance by all parties of the inviolability of borders, and the inadmissibility of the use of force to acquire territory, are essential elements in achieving regional stability. ii) political dialogue on a bilateral/regional basis. The objective is to use the means at the Union's disposal to promote peace processes in the regional conflicts, especially Nagorno-Karabakh. iii) support for the strengthening of democratic institutions iv) humanitarian aid including food and fuel aid v) financial support. Exceptional support will be needed in view of the republics' dramatic economic situation and major balance of payments difficulties. vi) support for post-war reconstruction -promotion of trade and investment -technical assistance (institution building; enterprise support; restructuring of agriculture and energy sectors) -promotion of communications links within the region and with other neighbours (in particular, pressure on Russia and Turkey to unblock transit to Armenia and Azerbaijan). vii) cooperation and coordination with other major donors Instruments Partnership and Cooperation Agreement (components i), ii) and vi)).
