15. beschouwt integratiemaatregelen op plaatselijk, regionaal en nationaal niveau als een belangrijk beginpunt; is bijgevolg van mening dat er behoefte is aan niet-discriminerende toegang tot sociale zekerheid en gezondheidsstelsels en steunmaatregelen in het onderwijs die gericht zijn op specifieke groepen; onderstreept dat de systemen voor klachten en advies die momenteel bestaan om discriminatie te bestrijden, met specifieke bevoegdheden om sancties op te leggen, volledig ontwikkeld moeten worden en goed toegerust moeten zijn in alle lidstaten;

52. verzoekt om een concreet stappenplan voor de uitvoering van strategieën voor actieve inclusie die zijn gebaseerd op de participatie van het maatschappelijk middenveld en andere belanghebbenden, met inbegrip van mensen die in armoede leven; is van mening dat dit stappenplan tijdschema's en realistische kwalitatieve en kwantitatieve doelstellingen moet bevatten die zijn gebaseerd op specifieke indicatoren en dienen te worden vastgesteld na een uitvoerige dialoog met de belanghebbenden; is tevens van mening dat daarin moet worden aangeven hoe actieve inclusie moet worden gerealiseerd en gemonitord via de open coördinatiemethode voor sociale zekerheid en sociale inclusie, met name op lokaal, regionaal en nationaal niveau; is derhalve ingenomen met het initiatief van de Commissie om de lokale overheden te betrekken bij het toezicht op de uitvoering van strategieën voor actieve inclusie, door de financiering van een netwerk van lokale waarnemingscentra inzake actieve inclusie uit middelen van het Progress-programma; verzoekt de Commissie en de lidstaten deze waarnemingscentra een sterke rol te geven in het toekomstige beleidsvormingsproces en de belangrijkste programma's inzake actieve inclusie in het kader van nationale hervormingsprogramma's van de herziene Lissabon-strategie en met name de Europese werkgelegenheidsstrategie;
52. Calls for a concrete roadmap for the implementation of active inclusion strategies based on the participation of civil society and other stakeholders, including people experiencing poverty; considers that the roadmap should specify time lines and realistic qualitative and quantitative targets based on specific indicators and on detailed dialogue between the interested parties; considers also that the roadmap should set out how active inclusion is to be implemented and monitored through the Open Method of Coordination for social protection and social inclusion, particularly at local, regional and national level; therefore welcomes the initiative of the Commission to involve local authorities in monitoring the implementation of active inclusion strategies through financing a network of local authorities" observatories on active inclusion by the Progress programme; asks the Commission and the Member States to give those observatories a strong role in the future policy process and mainstream active inclusion programmes through the national reform programmes of the revised Lisbon Strategy and in particularly the European Employment Strategy;

40. benadrukt dat de middelen voor het financieren van de sociale zekerheid moeten worden geactualiseerd en dat daarbij rekening dient te worden gehouden met de ontwikkelingen in de technologie en de bijdrage van kapitaalintensieve bedrijfsactiviteiten aan het nationaal inkomen; is van opvatting dat arbeidsintensieve bedrijven worden gestraft door een uitsluitend op loon gebaseerd systeem voor bijdragen aan de sociale zekerheid; is van mening dat een aanvullende financieringsbron op basis van de toegevoegde waarde zorgt voor grotere fiscale rechtvaardigheid en nieuwe financiële middelen voor het stelsel van sociale zekerheid;
40. Stresses that the means to finance social security should be updated, taking into account the technology developments and the contribution of capital-intensive business to national income; considers that labour-intensive businesses are penalized by a merely wage-based contribution system to social security; thinks that a complementary resource based on the firm’s added value could help to guarantee more fiscal justice and guarantee new financial means to the social security system;
