Daarnaast voldoen drie edelgassen (helium, neon en xenon) aan de criteria voor opneming in bijlage IV en deze dienen derhalve van bijlage V naar deze bijlage te worden verplaatst. Een ander edelgas (krypton) voldoet aan de criteria voor opneming in bijlage IV en dient derhalve, om consequent te zijn, aan deze bijlage te worden toegevoegd.
