Yet although its citizens are amongst the best educated in the world and its education and training systems rank amongst the best in the world, and although it has the necessary investment capacity, Europe has major weaknesses and is well behind the United States in the use of the new information and communication technologies. The Commission considers that the European regulatory framework for company law and corporate governance needs to be modernised, particularly because of the recent financial scandals, the growing tendency of European societies to operate trans-nationally within the internal market, the continued integration of European capital markets, the development of new information and communication technologies and the imminent enlargement of the EU to ten new Member States.
