(49) In order to ensure uniform conditions for the implementation of this Regulation as regards exports and certain general provisions, implementing powers should also be conferred on the Commission in respect of measures on the treatment of refund certificates by the Member States and the exchange of information and the specific administrative assistance between the Member States as regards the refund certificates, measures on the fixing of the global amount allocated to small exporters and the individual threshold of exemption from the presentation of refund certificates, measures on the issuing of replacement refund certificates and duplicate refund certificates, measures limiting the amounts for which refund certificates may be issued, rejecting amounts applied for in respect of those certificates and suspending the lodging of applications for refund certificates where amounts that exceed available amounts fixed on the basis of the commitments resulting from international agreements, are applied for, necessary procedural rules and technical criteria for the application of other measures with regard of exports, measures on fixing the applicable duty in case of direct offsetting in preferential trade and the related amounts payable on exports to the country or region concerned, measures ensuring that processed agricultural products declared for export under a preferential trade agreement are not in fact exported under a non- preferential agreement or vice versa , measures concerning the methods of qualitative and quantitative analysis of processed agricultural products and non-Annex I goods, the technical provisions necessary for their identification and the procedures for the purpose of their classification in the Combined Nomenclature.

Wijzigingen en technische aanpassingen van krachtens deze verordening vastgestelde bepalingen die noodzakelijk zijn in verband met wijzigingen van de gecombineerde nomenclatuur of het geïntegreerde tarief van de Europese Gemeenschappen (TARIC), of vanwege de sluiting van nieuwe of gewijzigde overeenkomsten die krachtens artikel 218 van het Verdrag betreffende de werking van de Europese Unie (VWEU) tussen de Unie en de Republiek Servië worden gesloten, hebben geen wezenlijke wijzigingen tot gevolg en worden vastgesteld in overeenstemming met de procedure onderzoeksprocedure van artikel 13, lid 3, of, in voorkomend geval, wat landbouwproducten betreft, volgens de procedure onderzoeksprocedure van artikel 14, lid 2.
Amendments and technical adaptations to the provisions adopted pursuant to this Regulation rendered necessary by changes to the Combined Nomenclature and to the Integrated tariff of the European Communities (TARIC) subdivisions or arising from the conclusion of new or modified agreements under Article 218 of the Treaty on the Functioning of the European Union (TFEU) between the Union and the Republic of Serbia, shall not entail any substantive changes and shall be adopted in accordance with the examination procedure set out in Article 13(3) or, as the case may be, with respect to agricultural products the examination procedure referred to in Article14(2).

Indien wijzigingen en technische aanpassingen van krachtens deze verordening vastgestelde bepalingen noodzakelijk zijn in verband met wijzigingen van de gecombineerde nomenclatuur of de Taric-codes, of vanwege de sluiting van nieuwe of gewijzigde overeenkomsten die krachtens artikel 218 van het Verdrag betreffende de Werking van de Europese Unie tussen de Unie en de Republiek Servië worden gesloten, worden deze vastgesteld volgens de procedure van artikel 13, lid 3, of, in voorkomend geval, wat landbouwproducten betreft, volgens de procedure van artikel 14, lid 2.

(EN) Tussen 2006 en 2008 heeft de EU gemiddeld voor 63,8 miljard EUR aan landbouwproducten ingevoerd (hoofdstukken 1 – 24 van de Gecombineerde Nomenclatuur van de EU, inclusief visproducten) uit de 176 landen die onder de regeling voor algemene tariefpreferenties (GSP) vallen.
(EN) From 2006-2008, the EU imported on average EUR 63,8 billion of agricultural products (chapters 1-24 of the EUs Combined Nomenclature, including fish products) from the 176 countries benefitting from the Generalised System of Preferences (GSP).

In artikel 1 van die verordening is bepaald dat Verordening (EG) nr. 1301/2006 van de Commissie van 31 augustus 2006 houdende gemeenschappelijke voorschriften voor het beheer van door middel van een stelsel van invoercertificaten beheerde invoertariefcontingenten voor landbouwproducten (3) van toepassing is op de invoer van de producten van hoofdstuk 17 van de gecombineerde nomenclatuur en van de GN-codes 1806 10 30 en 1806 10 90 van oorsprong uit de LGO in geval van cumulatie met suiker van oorsprong uit de ACS of de EG.
Article 1 of that Regulation stipulates that Commission Regulation (EC) No 1301/2006 of 31 August 2006 laying down common rules for the administration of import tariff quotas for agricultural products managed by a system of import licences (3) shall apply to the import of products falling within CN Chapter 17 and CN codes 1806 10 30 and 1806 10 90 with ACP/OCT or EC/OCT cumulation of origin.

Gelet op Verordening (EEG) nr. 234/79 van de Raad van 5 februari 1979 inzake de procedure voor aanpassingen van de nomenclatuur van het gemeenschappelijk douanetarief voor landbouwproducten(1), laatstelijk gewijzigd bij Verordening (EEG) nr. 3290/94(2), en met name op artikel 2, lid 1,
Having regard to Council Regulation (EEC) No 234/79 of 5 February 1979 on the procedure for adjusting the Common Customs Tariff nomenclature used for agricultural products(1), as last amended by Regulation (EC) No 3290/94(2), and in particular Article 2(1) thereof,

De partijen komen overeen, indien de nomenclatuur voor de indeling van landbouwproducten of niet onder bijlage II vallende verwerkte landbouwproducten wordt gewijzigd, met elkaar in overleg te treden teneinde de aanpassingen vast te stellen die noodzakelijk zijn om de bestaande concessies te handhaven.
In case of changes in the nomenclature used for the classification of agricultural goods or non-Annex II processed agricultural products, the Parties agree to hold consultations in order to agree the adaptations which would appear necessary to maintain the existing concessions.

(2) Landen waarvoor het tariefpreferentiële voordeel wordt beperkt tot de landbouwproducten van de hoofdstukken 1 tot en met 24 van de gecombineerde nomenclatuur van bijlage I.
