TRADUCTIONS EN CONTEXTE

Het Europees Comité voor Normalisatie (CEN), het Europees Comité voor Elektrotechnische Normalisatie (Cenelec) en het Europees Instituut voor Telecommunicatienormen (ETSI), hierna de Europese normalisatie-instellingen genoemd, wordt verzocht ter ondersteuning van de uitvoering van artikel 8 van Richtlijn 2010/40/EU nieuwe Europese normen en Europese normalisatieproducten te ontwikkelen voor multimodale informatie, verkeersbeheer en stedelijke logistiek op het gebied van stedelijke ITS.
The European Committee for Standardisation (CEN), the European Committee for Electrotechnical Standardisation (Cenelec) and European Telecommunications Standards Institute (ETSI), hereafter referred as the ESOs (European standardisation organisations), are requested to draft new European standards and European standardisation deliverables in support of the implementation of Article 8 of Directive 2010/40/EU for multimodal information, traffic management and urban logistics in the urban ITS domain.

De Europese normalisatie wordt georganiseerd door en voor de belanghebbenden gebaseerd op nationale vertegenwoordiging (het Europees Comité voor Normalisatie (CEN) en het Europees Comité voor Elektrotechnische Normalisatie (Cenelec)) en rechtstreekse deelname (het Europees Instituut voor Telecommunicatienormen (ETSI)) en berust op de door de Wereldhandelsorganisatie (World Trade Organisation, WTO) erkende beginselen op het gebied van normalisatie, namelijk samenhang, transparantie, openheid, consensus, vrijwillige toepassing, onafhankelijkheid ten opzichte van specifieke belangen en doelmatigheid („de grondbeginselen”).
European standardisation is organised by and for the stakeholders concerned based on national representation (the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (Cenelec)) and direct participation (the European Telecommunications Standards Institute (ETSI)), and is founded on the principles recognised by the World Trade Organisation (WTO) in the field of standardisation, namely coherence, transparency, openness, consensus, voluntary application, independence from special interests and efficiency (‘the founding principles’).

Daarom moet de bestaande regelmatige uitwisseling van informatie over de huidige en toekomstige normalisatiewerkzaamheden, en ook over verordeningen inzake de status-quo die geldt voor hun toepassing op nationale normalisatie-entiteiten in het kader van Europese normalisatie-organisaties, tussen de nationale normalisatie-entiteiten, de Europese normalisatie-organisaties en de Commissie in het belang van de interne markt van de EU en van de doeltreffendheid van de normalisatie binnen de Unie worden bevestigd.
Therefore, it is necessary for the EU internal market and for the effectiveness of standardisation within the Union to confirm the existing regular exchange of information between the national standardisation entities, the European standardisation organisations and the Commission, about current and future standardisation work, and also about regulations on the standstill principle concerning their application to national standardisation entities under European standardisation organisations.

56. is van mening dat Europese kaderprogramma's voor onderzoek, concurrentievermogen en innovatie een belangrijke bijdrage kunnen leveren aan het normalisatieproces door een hoofdstuk te wijden aan normalisatie; meent dat een dergelijke maatregel meer inzicht zou opleveren in de voordelen van normen en een systematische benadering in een voorafgaande fase zou helpen bevorderen tussen onderzoek, innovatie en normalisatie; verzoekt de Commissie om als criterium voor de beoordeling van door de EU gefinancierde OO-projecten ook „relevantie voor de normalisatie” op te nemen, projecten rond normalisatie te stimuleren, en bekendheid te geven aan die projecten met behulp van innovatieve middelen;
56. Believes that the European framework programmes for research, competitiveness and innovation can provide an important contribution to the standard-setting process by devoting a chapter to standardisation; considers that such a measure would increase understanding of the benefits of standards and help to promote a systematic approach further upstream between research, innovation and standardisation; calls on the Commission to include ‘relevance to standardisation’ amongst the evaluation criteria of EU-funded RD projects, to promote projects related to standardisation, and raise awareness about those projects via innovative means;

55. vraagt de Commissie en de lidstaten om in samenwerking met de NNO's eraan te werken, dat normalisatie als onderdeel wordt opgenomen in academische opleidingen, in het onderwijs (bv. economische en technische scholen), in programma's voor levenslang leren, en in voorlichtingscampagnes, opdat de huidige en toekomstige economische actoren en beleidsmakers zich meer bewust worden van het belang en de voordelen van normalisatie; verzoekt de NNO's meer samen te werken met handelsverenigingen om de kmo's geloofwaardge informatie te verstrekken over de voordelen van normengebruik; verzoekt de Commissie ook ervoor te zorgen dat het onderwerp normalisatie wordt opgenomen in het programma Erasmus voor jonge ondernemers; pleit voor maatregelen om de economische en sociale voordelen van normalisatie te kwantificeren en daar bekendheid aan te geven;
55. Calls on the Commission and the Member States, in cooperation with NSBs, to promote the inclusion of standardisation in academic curricula, education (e.g. economic and technical schools), lifelong learning programmes and information campaigns in order to raise awareness amongst current and prospective economic operators and policy-makers about the importance and benefits of standards; invites NSBs to enhance their cooperation with trade associations and to provide plausible information to SMEs on the economic advantages arising from the use of standards; calls also on the Commission to ensure that the issue of standardisation is raised within the Erasmus for Young Entrepreneurs programme; encourages actions to assess, quantify and communicate the economic and social benefits of standardisation;

These standardisation products are drawn up by the European Committee for Standardisation, the European Committee for Electrotechnical Standardisation and the European Telecommunications Standards Institute, bodies listed in Annex I to Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services (3) (hereinafter European standardisation bodies).
