TRADUCTIONS EN CONTEXTE

Op grond van artikel 20 van Richtlijn 2003/87/EG moet een onafhankelijk transactielogboek (het "EU-transactielogboek" of EUTL), worden aangelegd waarin de verlening, de overdracht en de annulering van emissierechten worden vastgelegd.
Article 20 of Directive 2003/87/EC requires that an independent transaction log, the European Union Transaction Log (EUTL) is established to record the issue, transfer and cancellation of allowances.

Bij deze verordening worden algemene, operationele en onderhoudsvoorschriften met betrekking tot het EU-register voor de op 1 januari 2013 beginnende en de daaropvolgende handelsperioden, het onafhankelijke transactielogboek als bedoeld in artikel 20, lid 1, van Richtlijn 2003/87/EG en de registers als bedoeld in artikel 6 van Beschikking nr. 280/2004/EG vastgesteld.
This Regulation lays down general, operational and maintenance requirements concerning the Union Registry for the trading period commencing on 1 January 2013 and subsequent periods, concerning the independent transaction log provided for in Article 20(1) of Directive 2003/87/EC, and concerning registries provided for in Article 6 of Decision No 280/2004/EC.

2. The Association was created as a result of a Commission initiative in July 1992. Its founding members are the Commission and the twelve Member States of the Community, and participation is open to any country or organization. On aggregate the Community and its Member States currently account for the largest share of the international assistance going to the independent States of the former Soviet Union to ease their transition to democracy and the market economy.

The Community granted an ECU 1 250 million loan to the independent successor states to the USSR for the purchase of urgently-needed agricultural products and medical supplies.
