Regrets the fact that the EU gave up its common policy of an arms embargo on Syria, thereby undermining a common approach; condemns the tragic and ongoing bloodshed in Syria, which has already had a devastating and destabilising humanitarian impact, including on neighbouring countries, in particular Jordan, Lebanon, Iraq and Turkey; calls on the Member States to show solidarity and to provide help to refugees from Syria and displaced persons within Syria; strongly condemns the mass killing of civilians and stresses that the Syrian Government's use of chemical weapons is a gross breach of international norms that may lead to the referral of all those responsible to the International Criminal Court; welcomes the firm international response and calls for the speedy implementation, under international supervision, of the plan to destroy all such chemical weapons; stresses that the severity of the situation in Syria requires a high level of coherence and solidarity among the EU Member States, working in cooperation with NATO and regional actors, especially Russia, Iran, Israel and Turkey; calls for the EU actively to support efforts to convene the Geneva II talks in order to promote a political solution agreeable to the Syrians and bring an end to the deadly spiral of violence;

Stresses that a professional public administration is instrumental in the successful implementation of all other reforms; therefore welcomes the fact that the Civil Service Law has started to be implemented, and calls for its proper implementation to be pursued in order to enhance administrative capacities, depoliticise public administration and fight corruption in the civil service, to strengthen meritocracy in appointments, promotions and dismissals, to increase the efficiency, transparency, accountability, professionalism and financial sustainability of the civil service, and to enhance good governance at all levels; calls for a strengthening of human resources management, an evaluation system for civil servants and independent monitoring of the implementation of civil service legislation; encourages the finalisation of a comprehensive public administration reform strategy and the continued promotion of depolarisation and knowledge of EU law and decision-making processes; stresses the need to enhance public integrity, to improve public services and to manage public resources more effectively; calls for improved public access to services and information; welcomes in this regard the new law on access to information; calls for a strengthening of the institution of the Ombudsman by giving appropriate follow-up to its findings and recommendations;

Calls for the judicial authorities responsible for applying competition law to be empowered to order access to information relevant to the outcome of actions in damages, subject to a prior hearing of the other party except in urgent cases, by way of proportionate measures under their supervision; points out that in accessing information relevant to the outcome of proceedings the legitimacy of professional secrecy in relations between lawyers and their clients, business secrets of economic players and legislation on official secrets must be respected; calls on the Commission to draw up, as swiftly as possible, a communication on the processing of confidential information by the authorities applying Community competition law;
