26. In addressing the current humanitarian crisis in northern Africa, notes that Frontex cannot be the main tool to deal with the resulting migration flows originating in the region, and calls on the EU to devise a prompt and coordinated response as part of a coherent, long-term strategy to deal with political transitions and fragile States, thus addressing the root causes of migration flows; urges the Council to put in place a burden-sharing action plan to help resettle refugees from the region, based on the solidarity clause set out in Article 80 of the TFEU, and to provide support for displaced persons in accordance with the provisions laid down in Council Directive 2001/55/EC of 20 July 2001 on minimum standards for giving temporary protection in the event of a mass influx of displaced persons, and on measures promoting a balance of efforts between Member States in receiving such persons and bearing the consequences thereof; ; calls on the Council urgently to move forward with the adoption of a Common EU Asylum System and to complete the codecision procedures relating to the establishment of a Joint EU Resettlement Programme and the European Refugee Fund for the period 2008-2013, as recommended by Parliament in May 2010; recalls that Member States are required to observe the principle of non-refoulement;

Recalls that Member States shall respect the principle of non-refoulement; notes that Frontex is not equipped and cannot be the main tool to deal with migration flows possibly linked with the political and humanitarian crisis in the North of Africa; expresses the view that the EU needs a prompt and coordinated response as part of a coherent and long-term strategy to deal with the political transitions in the North of Africa, addressing the root causes of migration flows from the region;

Strongly believes that, in its efforts to address the crisis in the Horn of Africa region, the EU should first and foremost seek African solutions, that is, solutions to be achieved with the involvement of the regional organisations in place, AU and IGAD; emphasises, however, the need to strengthen these organisations through capacity and institution building, and particularly through the African Peace Facility, in terms of conflict prevention and conflict resolution;

93. steunt de Raad en de Commissie in hun sterke houding tegen de voortdurende schendingen van de mensenrechten en de democratie in Birma/Myanmar en de inzet van de EU om de eerder vastgestelde doelstellingen te bereiken, namelijk de totstandbrenging van een legitieme, democratisch verkozen burgerregering die de mensenrechten respecteert en normale betrekkingen met de internationale gemeenschap herstelt; dringt er bij de Commissie en de Raad op aan het gemeenschappelijk standpunt van EU te versterken door doeltreffendere en gerichte sancties op te leggen, in het licht van de realiteit dat de situatie in Birma/Myanmar blijft verslechteren; moedigt de Raad en de Commissie aan om - als onderdeel van het gemeenschappelijk standpunt over Birma/Myanmar – zich proactiever in te laten met tot de Associatie van Zuidoost-Aziatische Naties (ASEAN) behorende landen en buurlanden van Birma/Myanmar om hen aan te sporen hun invloed op verantwoordelijke wijze aan te wenden, zodat zij een positieve verandering teweeg kunnen brengen; roept op tot een proactief initiatief dat genomen moet worden door de UNHRC en zou kunnen bestaan uit het houden van een speciale zitting over deze kwestie; moedigt de Raad en de Commissie aan er bij China, India en andere landen die de militaire junta wapens en andere steun blijven bieden, hiermee op te houden en zich aan te sluiten bij de internationale gemeenschap in haar streven positieve veranderingen door te voeren in Birma/Myanmar; stelt vast dat voor Birma/Myanmar nog steeds actie wordt ondernomen op het niveau van de VN-Veiligheidsraad in antwoord op de voortdurende humanitaire crisis in dat land; dringt er bij de Raad en de Commissie op het met China, Rusland en Zuid-Afrika eens te worden over een bindende resolutie, waarin een zinvolle tripartiete dialoog wordt geëist tussen de State, Peace and Development Council, de National League for Democracy en de etnische nationaliteiten, alsook de vrijlating van alle politieke gevangenen, waarond ...

Supports the Council and the Commission in their stance against the ongoing human rights and democracy violations in Burma/Myanmar and the EU's commitment to attaining its stated objectives, namely to see the establishment of a legitimate, democratically elected civilian government which respects the human rights of its people and restores normal relations with the international community; urges the Commission and the Council to strengthen the EU's common position by adopting more effective and targeted sanctions in light of the reality that the situation in Burma/Myanmar continues to deteriorate; encourages the Council and the Commission – as part of the common position on Burma/Myanmar – to engage more proactively with Association of Southeast Asian Nations (ASEAN) countries and neighbouring states to urge them to use their influence responsibly so as to bring about positive change; calls for a proactive initiative to be taken by the UNHRC, which could take the form of a special session on this matter; encourages the Council and the Commission to urge China, India and other countries which continue to supply weaponry and other support to the military junta to desist from this and to join the international community in its efforts to bring about change for the better in Burma/Myanmar; notes the efforts made to date at UN Security Council level in recognition of the continuing humanitarian crisis; urges the Council and the Commission to seek a consensus with China, Russia and South Africa on a binding resolution, requiring meaningful tripartite dialogue between the State Peace and Development Council, the National League for Democracy and the ethnic nationalities, and the release of all political prisoners, including Aung San Suu Kyi;
