Voor organische stoffen en mengsels van organische stoffen met een ontledingsenergie van 800 J/g of meer hoeven de tests 1 a) en 2 a) niet uitgevoerd te worden als het resultaat van de ballistische-mortiertest Mk.IIId test (F.1) of de ballistische-mortiertest (F.2) of de BAM Trauzl-test (F.3) met inleiding door een standaarddetonator nr. 8 „neen” is (zie appendix 1 van het UN RTDG, Manual of Tests and Criteria).
For organic substances and mixtures of organic substances with a decomposition energy of 800 J/g or more, tests 1 (a) and 2 (a) need not be performed if the outcome of the ballistic mortar Mk.IIId test (F.1), or the ballistic mortar test (F.2) or the BAM Trauzl test (F.3) with initiation by a standard No 8 detonator (see Appendix 1 to the UN RTDG, Manual of Tests and Criteria) is “no”.

Certain provisions on classification and labelling laid down in Directives 67/548/EEC and 1999/45/EC also serve for the purpose of application of other Community legislation, such as Council Directive 76/768/EEC of 27 July 1976 on the approximation of the laws of the Member States relating to cosmetic products , Council Directive 88/378/EEC of 3 May 1988 on the approximation of laws of the Member States concerning the safety of toys , Council Directive 1999/13/EC of 11 March 1999 on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations , Directive 2000/53/EC of the European Parliament and of the Council of 18 September 2000 on end-of-life vehicles , Directive 2002/96/EC of the European Parliament and of the Council of 27 January 2003 on waste electrical and electronic equipment (WEEE) and Directive 2004/42/EC of the European Parliament and of the Council of 21 April 2004 on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain paints and varnishes and vehicle refinishing products

Voorts gelden in heel de Europese Unie regels ter vermindering van de uitstoot van VOS (Richtlijn 94/63/EG van het Europees Parlement en de Raad van 20 december 1994 betreffende de beheersing van de uitstoot van vluchtige organische stoffen (VOS) als gevolg van de opslag van benzine en de distributie van benzine vanaf terminals naar benzinestations(4), Richtlijn 1999/13/EG van de Raad van 11 maart 1999 inzake de beperking van de emissie van vluchtige organische stoffen ten gevolge van het gebruik van organische oplosmiddelen bij bepaalde werkzaamheden en in installaties(5) en Richtlijn 96/61/EG van de Raad van 24 september 1996 inzake geïntegreerde preventie en bestrijding van verontreiniging(6)) en zijn er strategieën in voorbereiding om het VOS-gehalte van producten te reguleren, waardoor de ozonpieken zullen worden beperkt.
Furthermore EU-wide regulations to reduce VOCs (Directive 94/63/EC on the control of volatile organic compound emissions resulting from the storage of petrol and its distribution from terminals to service stations(4); Directive 1999/13/EC on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations(5); Directive 96/61/EC concerning integrated pollution prevention and control(6)) as well as pending strategies to regulate the VOC content in products will reduce ozone peak levels.

This modification is necessary to allow the use of reactive diluents, which are substances that behave like solvents during the application phase but then react to form part of the film of varnish, thus helping to reduce the emission of VOCs.
