IN-CONTEXT TRANSLATIONS

De overkoepelende nationale strategie voor het verwezenlijken van de doelstellingen is opgesteld aan de hand van het nationaal ontwikkelingsplan/communautair bestek en het operationeel programma inzake de economische en sociale infrastructuur. Op grond hiervan is voor de periode 2000-2006 een totale investering gepland van 3,853 miljard EUR.
The overall national strategy for pursuing the objectives is set out with reference to the NDP/CSF and the Economic and Social Infrastructure OP under which the total planned investment over the period 2000-06 is EUR3 853 million.

De hoofddoelstellingen op het gebied van afvalwaterzuivering zijn volgens dit document in overeenstemming met de belangrijkste prioriteiten van het nationaal beleid, die zijn beschreven in het nationaal ontwikkelingsplan/communautair bestek en het operationeel programma inzake de economische en sociale infrastructuur voor 2000-2006.
In respect of waste water the main objectives identified are presented as consistent with the key priorities of national policy set out in the National Development Plan /Community support framework and the Economic and Social Infrastructure OP for 2000-06.

Het verslag-Schroedter deelt de visie van de Commissie op een aantal punten. Deze betreffen met name de noodzaak om, gezien de uitbreiding en het voortbestaan van ongelijkheden in de EU, een sterk, solidair en op partnerschap gericht cohesiebeleid te voeren; de noodzaak om het huidige aandeel niet lager dan 0,45% van het BBP van de Unie te laten uitvallen, om de geloofwaardigheid van het cohesiebeleid niet te verspelen; de noodzaak om het cohesiebeleid met het oog op de uitbreiding aan de nieuwe verhoudingen in een grotere Unie aan te passen; de noodzaak van duurzame ontwikkeling, territoriale cohesie in Europa en een policentrische en evenwichtige ontwikkeling van de hele Europese Unie overeenkomstig de richtsnoeren van het Ontwikkelingsplan voor de Communautaire Ruimte (OCR); de noodzaak van steun aan regio's met specifieke handicaps (met bijzondere aandacht voor de ultraperifere regio's); de noodzaak om de grensoverschrijdende samenwerking op te voeren; de weerstand tegen elke nieuwe vorm van nationalisatie van het cohesiebeleid; het belang van de partnerschappen en het overwegen van de mogelijkheid om driepartijencontracten met de lidstaten en de betrokken regio's af te sluiten.
The Schroedter report supported the positions of the Commission on a number of points: the need to maintain a strong cohesion policy based on solidarity and partnership, in the context of enlargement and the persisting inequalities within the EU; not going below 0.45% of the Union's GDP in order not to challenge the credibility of cohesion policy; the need to adapt cohesion policy to the conditions which will prevail in the enlarged Union; the need to promote sustainable development and territorial cohesion in Europe and reinforce the polycentric, harmonious and balanced development of the Union, in accordance with the guidelines of the ESDP; support for areas with specific handicaps (with special mention of the outermost regions); strengthening cross-border cooperation; opposition to any renationalisation of cohesion policy; the importance of partnership and the value of considering tripartite agreements with the regions and Member States.

(9) Overwegende dat de op initiatief van de Commissie getroffen maatregelen van communautair belang een belangrijke rol moeten spelen bij de verwezenlijking van de algemene doelstellingen van de in artikel 1 van Verordening (EG) nr. 1260/1999 bedoelde structurele actie van de Gemeenschap; dat het daarbij, gezien de communautaire meerwaarde van het EFRO, van belang is dat dit fonds de grensoverschrijdende, transnationale en interregionale samenwerking blijft bevorderen, met inbegrip van dergelijke samenwerking door de aan de buitengrens van de Unie gelegen regio's als bedoeld in het Verdrag en door de minst begunstigde eilanden, alsmede van dergelijke samenwerking door de ultraperifere regio's gezien de bijzondere kenmerken en beperkingen van deze laatste; dat in het kader van deze samenwerking een harmonische, evenwichtige en duurzame ontwikkeling van de gehele communautaire ruimte, ook in samenhang met de ruimtelijke ordening, een meerwaarde geeft aan het op economische en sociale samenhang gerichte optreden; dat de bijdrage van het EFRO aan een dergelijke ontwikkeling dient te worden voortgezet en versterkt; dat het met het oog op een duurzame stedelijke ontwikkeling wenselijk is de economische en sociale rehabilitatie van in crisis verkerende steden en voorsteden te ondersteunen;
(9) Whereas measures of Community interest undertaken at the initiative of the Commission have an important role to play in achieving the general objectives of Community structural action referred to in Article 1 of Regulation (EC) No 1260/1999; whereas, to that end, in view of the value it adds at Community level, it is important that the ERDF continue to promote cross-border, transnational and inter-regional cooperation, including in the regions located on the external frontiers of the Union within the meaning of the Treaty, the least-favoured islands and the outermost regions, in view of their special features and difficulties; whereas in the context of that cooperation, the harmonious, balanced and sustainable development of the whole of the Community territory, including in connection with spatial planning, adds value to action to promote economic and social cohesion; whereas the contribution of the ERDF to that development should be continued and increased; whereas moreover it is desirable to support the economic and social regeneration of cities and urban neighbourhoods in crisis with a view to promoting sustainable urban development;

Ter uitvoering van artikel 20 van Verordening (EG) nr. 1260/1999 draagt het EFRO, overeenkomstig artikel 21 van genoemde verordening, bij tot de uitvoering van het communautair initiatief op het gebied van grensoverschrijdende, transnationale en interregionale samenwerking ter stimulering van een harmonische, evenwichtige en duurzame ontwikkeling van de gehele communautaire ruimte ("Interreg"), alsmede van het communautair initiatief tot de economische en sociale rehabilitatie van in crisis verkerende steden en voorsteden met het oog op een duurzame stedelijke ontwikkeling ("Urban").
1. Pursuant to Article 20 of Regulation (EC) No 1260/1999, the ERDF shall, in accordance with Article 21 of that Regulation, contribute to the implementation of the Community initiative for cross-border, transnational and inter-regional cooperation intended to encourage the harmonious, balanced and sustainable development of the whole of the Community's territory ("Interreg") as well as to the implementation of the Community initiative for economic and social regeneration of cities and urban neighbourhoods in crisis with a view to promoting sustainable urban development ("URBAN").
