1. Om de nadelen voor de markt van de Gemeenschap die het gevolg kunnen zijn van de invoer van bepaalde goederen die zijn verkregen door verwerking van in bijlage III genoemde landbouwproducten te voorkomen of te beperken, wordt bij invoer van een of meer van deze goederen tegen het in het gemeenschappelijk douanetarief vastgestelde recht een aanvullend invoerrecht toegepast indien wordt voldaan aan de voorwaarden van artikel 5 van de overeenkomst inzake de landbouw behalve wanneer deze invoer de communautaire markt niet dreigt te verstoren of de gevolgen niet in verhouding zouden staan tot het beoogde doel.
1. In order to prevent or counteract adverse effects on the Community market which may result from imports of certain goods resulting from the processing of agricultural products, listed in Annex III, the importation at the rate of duty provided for in the Common Customs Tariff of one or more of such goods shall be subject to the payment of an additional import duty if the conditions set out in Article 5 of the Agreement on Agriculture have been fulfilled unless the imports are unlikely to disturb the Community market, or where the effects would be disproportionate to the intended objective.

7. Elke producent of importeur die overeenkomstig artikel 10, lid 6, een vergunning heeft verkregen, deelt de Commissie en, door middel van een afschrift, de bevoegde instantie van de betrokken lidstaat jaarlijks vóór 31 maart voor alle stoffen waarvoor hij toestemming heeft verkregen mee waarvoor die zijn gebruikt, welke hoeveelheden hij het voorgaande jaar heeft gebruikt, welke hoeveelheden hij in voorraad heeft, gerecycleerd, geregenereerd of vernietigd heeft en welke hoeveelheden producten en apparaten die deze stoffen bevatten of nodig hebben hij op de communautaire markt gebracht en/of uitgevoerd heeft.
7. Each year before 31 March, each producer or importer which holds a licence under Article 10(6) shall, for each substance for which an authorisation has been received, report to the Commission, sending a copy to the competent authority of the Member State concerned, the nature of the use, the quantities used during the previous year, the quantities held in stock, any quantities recycled, reclaimed or destroyed, and the quantity of products and equipment containing or relying on those substances placed on the Community market and/or exported.
