"a) Indien, ondanks de politieke dialoog over de essentiële elementen van artikel 8 en lid 2 van dit artikel, een partij van mening is dat de andere partij een verplichting voortvloeiend uit de eerbiediging van de rechten van de mens, de democratische beginselen en de rechtsstaat, bedoeld in artikel 9, lid 2, niet nakomt, verstrekt zij, behalve in bijzondere dringende gevallen, de andere partij en de Raad van ministers alle terzake dienende informatie die nodig is voor een grondig onderzoek van de situatie, teneinde tot een voor beide partijen aanvaardbare oplossing te komen.
"(a) If, despite the political dialogue on the essential elements as provided for under Article 8 and paragraph 1a of this Article, a Party considers that the other Party fails to fulfil an obligation stemming from respect for human rights, democratic principles and the rule of law referred to in Article 9(2), it shall, except in cases of special urgency, supply the other Party and the Council of Ministers with the relevant information required for a thorough examination of the situation with a view to seeking a solution acceptable to the Parties.

2 a) Indien, ondanks de politieke dialoog die regelmatig tussen de Partijen plaatsvindt, een Partij van mening is dat de andere Partij een verplichting voortvloeiend uit de eerbiediging van de mensenrechten, de democratische beginselen en de rechtsstaat bedoeld in artikel 9, lid 2, niet is nagekomen, verstrekt zij, behalve in bijzondere dringende gevallen, de andere Partij en de Raad van Ministers alle terzake dienende informatie die nodig is voor een grondig onderzoek van de situatie, teneinde tot een voor beide Partijen aanvaardbare oplossing te komen.
2 (a) If, despite the political dialogue conducted regularly between the Parties, a Party considers that the other Party has failed to fulfil an obligation stemming from respect for human rights, democratic principles and the rule of law referred to in paragraph 2 of Article 9, it shall, except in cases of special urgency, supply the other Party and the Council of Ministers with the relevant information required for a thorough examination of the situation with a view to seeking a solution acceptable to the Parties.
