74. Member States shall ensure that national supervisory authorities have the necessary resources and capabilities to carry out the tasks assigned to them under this Regulation in an efficient and timely manner. ð The national supervisory authorities shall have full authority over the recruitment and management of their staff based on their own appropriations stemming from inter alia route charges to be set in proportion to the tasks to be fulfilled by the authority in accordance with Article 4. ï

Bij een aan de toezichthoudende instantie gerichte klacht van een aanvrager betreffende internationale goederenvervoersdiensten per spoor of in het kader van een door een toezichthoudende instantie op eigen initiatief ingesteld onderzoek raadpleegt deze toezichthoudende instantie de toezichthoudende instanties van alle andere lidstaten op het grondgebied waarvan het betreffende internationale treinpad voor het goederenvervoer per spoor loopt en vraagt zij deze om alle noodzakelijke informatie alvorens een beslissing te nemen.

In the event of a complaint to a regulatory body from an applicant regarding international rail freight services, or within the framework of an own-initiative investigation by a regulatory body, this regulatory body shall consult the regulatory bodies of all other Member States through which the international train path for freight train concerned runs and request all necessary information from them before taking its decision.

2. Daartoe organiseert elke nationale toezichthoudende instantie passende inspecties en onderzoeken om na te gaan of aan de eisen van deze verordening, met inbegrip van eisen op het gebied van personeel voor de levering van luchtvaartnavigatiediensten, is voldaan.
