Naast de wijziging van de Phare-CBC-Verordening (EG) nr. 2760/98 (zie 2.4.) bevatten de herziene Phare-richtsnoeren twee belangrijke boodschappen met betrekking tot de samenwerking met niet-EU-, niet-kandidaat-lidstaten en transnationale en interregionale samenwerking: kandidaat-lidstaten zijn aangemoedigd om gebruik te maken van hun middelen in het kader van hun nationale Phare-programma's ter ondersteuning van acties van grensoverschrijdende aard aan hun buitengrenzen, en zodoende potentiële nieuwe scheidslijnen aan de toekomstige grens van de Unie aan te pakken; kandidaat-lidstaten zijn bovendien verzocht het gebruik van hun middelen in het kader van hun nationale Phare-programma's voort te zetten teneinde hun deelname te financieren aan Interreg III B- (transnationaal) of Interreg III C- (interregionaal) programma's.
Besides the amendment to the Phare CBC Regulation (EC) No. 2760/98 (see 2.4.), the revised Phare Guidelines convey two important messages related to co-operation with non-EU, non-candidate countries and transnational and inter-regional co-operation. Namely, candidate countries have been encouraged to make use of their Phare National Programme funds to support actions of a cross-border nature at their external borders, thus addressing potential new dividing lines on the future border of the Union. Moreover, candidate countries have also been invited to continue to use their Phare National Programme funds in order to fund their participation in Interreg III B (transnational) or Interreg III C (inter-regional) programmes.

Secondly, different procedures have greatly handicapped cooperation between beneficiaries of the Interreg and Tacis CBC programmes, while there have been very little Phare funds available to promote joint or even related projects, particularly as the regions of Phare countries bordering on the NIS were not eligible for the Phare CBC programme.

8. Een bijzonder frappant verschil tussen het Phare-programma voor GS en het Tacis-programma voor GS is, dat de Commissie voor laatstgenoemd programma, anders dan voor het Phare-programma voor GS, geen coördinatiemechanismen heeft opgezet ter bevordering van een dialoog en samenwerking tussen de NOS en de aangrenzende landen.
8. A particularly striking contrast between the Phare CBC programme and the Tacis CBC programme is that for the latter the Commission has not established coordination mechanisms for promoting dialogue and cooperation between the NIS countries and adjoining countries similar to those already in place for the Phare CBC programme.

* A more programme-oriented approach for Phare, allowing for projects similar in size and nature to INTERREG projects, provided candidate countries are capable of implementing 'schemes' instead of stand alone projects. Two types of schemes should co-exist: Small Project Funds for grants below EUR 50 000 in areas such as culture, education, information, local economic development and employment; and schemes for grants above EUR 50 000, similar to actions under the national Phare programmes (Economic and Social Cohesion support) for business-related infrastructure, support to the productive sector and human resources development.
