Europa zou de mogelijkheden voor lidstaten om beste praktijken uit te wisselen op het gebied van onderwijs, gezondheid, cultuur en sport niet langer stimuleren, en de met EU-geld medegefinancierde programma's voor sociale en regionale omschakeling in de lidstaten zouden moeten worden stopgezet of nationaal worden gefinancierd.
Europe would no longer foster opportunities for Member States to exchange best practices in the fields of education, health, culture and sports, and social and regional reconversion programmes in the Member States that are co-funded by EU money would have to be discontinued or funded nationally.

Het EFRO levert een bijdrage aan de financiering van steun ten behoeve van de versterking van de economische, sociale en territoriale samenhang door het ongedaan maken van de belangrijkste regionale onevenwichtigheden in de Unie via de duurzame ontwikkeling en de structurele aanpassing van regionale economieën, met inbegrip van de omschakeling van industriegebieden met afnemende economische activiteit en regio's met een ontwikkelingsachterstand.
The ERDF shall contribute to the financing of support which aims to reinforce economic, social and territorial cohesion by redressing the main regional imbalances in the Union through the sustainable development and structural adjustment of regional economies, including the conversion of declining industrial regions and regions whose development is lagging behind.

1. verwelkomt het vijfde verslag van de Commissie over de economische, sociale en territoriale samenhang, waarin voorstellen worden gedaan voor beleidsmaatregelen op dit gebied; benadrukt dat het ESF het belangrijkste instrument is voor de tenuitvoerlegging van de sociale dimensie van de Europa 2020-strategie en dat het een aanzienlijke bijdrage kan leveren ter verwezenlijking van de centrale prioriteiten van de EU 2020-strategie, te weten werkgelegenheid, omschakeling naar een duurzame economie, verlaging van het aantal jongeren dat de school verlaat zonder diploma en bestrijding van armoede, discriminatie en sociale uitsluiting en waarbij antwoorden worden gevonden voor de verschillende sociale situaties waarin mensen zich bevinden; benadrukt in deze context dat naast het BBP, andere sociale indicatoren nuttig kunnen zijn voor de SWOT-analyse; onderstreept dat een effectief cohesiebeleid van wezenlijk belang is om de verschillen in regionale ontwikkeling te beperken en economische, sociale en territoriale cohesie in de EU tot stand te brengen; vestigt in het bijzonder de aandacht op het feit dat er in alle lidstaten groepen zijn die een achterstand hebben op de arbeidsmarkt en waarvan de situatie met behulp van het Cohesiefonds moet worden verbeterd om een werkgelegenheidspercentage van 75% te bereiken; benadrukt dat de drie pijlers van de EU 2020-strategie (slimme groei, duurzame groei en inclusieve groei) elkaar moeten aanvullen;

Welcomes the Commission’s fifth report on economic, social and territorial cohesion, which proposes directions that policy in this area might take in the future; stresses that the ESF is the most important instrument for the implementation of the social dimension of the EU 2020 Strategy and that the ESF can contribute significantly to the fulfilment of the central priorities of that strategy, namely employment, the transformation to a sustainable economy, reducing the number of school drop-outs, fighting against poverty, discrimination and social exclusion and finding answers to the different social situations people find themselves in; stresses in this context that besides GDP, other social indicators would be useful in the SWOT analysis; underlines that an effective cohesion policy is essential for reducing discrepancies in regional development and achieving economic, social and territorial cohesion in the EU; draws particular attention to the fact that all Member States have groups which are at a disadvantage in the labour market and whose situations must be improved by means of cohesion funds if a 75% employment rate is to be achieved; stresses that the three constituent pillars of the EU 2020 strategy (smart growth, sustainable growth and inclusive growth) must be complementary;

(5 quinquies) Om de economische en sociale samenhang te bevorderen, dienen de richtsnoeren voor werkgelegenheid, via het Europees Sociaal Fonds, eveneens te zijn gericht op verkleining van de regionale verschillen in termen van arbeidsplaatsen en werkloosheid, en bestrijding van deïndustrialisatie en bedrijfsdelocalisaties buiten de lidstaten, waarbij economische en sociale omschakeling actief moet worden gesteund, zonder dat dit ten koste gaat van de begeleiding van de ontwikkeling van de meest dynamische regio's.
(5d) To promote economic and social cohesion, the guidelines for employment should also, through the European Social Fund, have the aim of reducing regional disparities in terms of jobs and unemployment, and combating de-industrialisation and relocations outside the Member States, while positively supporting economic and social reconversion, yet without neglecting to back up the development of the most dynamic areas.

Ingevolge artikel 160 van het Verdrag en Verordening (EG) nr. 1083/2006 levert het EFRO een bijdrage aan de financiering van bijstand ten behoeve van de versterking van de economische en sociale cohesie door het ongedaan maken van de belangrijkste regionale onevenwichtigheden via steun aan de ontwikkeling en structurele aanpassing van regionale economieën, met inbegrip van de omschakeling van industriegebieden met afnemende economische activiteit en regio's met een achterstand, alsmede via steun aan grensoverschrijdende, transnationale en interregionale samenwerking.
Pursuant to Article 160 of the Treaty and Regulation (EC) No 1083/2006, the ERDF shall contribute to the financing of assistance which aims to reinforce economic and social cohesion by redressing the main regional imbalances through support for the development and structural adjustment of regional economies, including the conversion of declining industrial regions and regions lagging behind, and support for cross-border, transnational and interregional cooperation.

Voor de regio's van doelstelling 1 worden in de plannen voor regionale ontwikkeling alle acties voor de economische en sociale omschakeling, voor de ontwikkeling van de menselijke hulpbronnen met inachtneming van het in artikel 1, punt 3, bedoelde referentiekader en voor de plattelandsontwikkeling en de structuurfondsen ten behoeve van de visserij opgenomen.
3. For regions covered by Objective 1, the development plans shall include all measures for economic and social conversion, the development of human resources having regard to the frame of reference referred to in point 3 of Article 1, rural development, and Structural Funds for the fisheries sector.

Voor de regio's van doelstelling 1 worden in de plannen voor regionale ontwikkeling alle acties voor de economische en sociale omschakeling, voor de ontwikkeling van de menselijke hulpbronnen met inachtneming van het in artikel 1, punt 3, bedoelde referentiekader en voor de plattelandsontwikkeling opgenomen.
3. For regions covered by Objective 1, the development plans shall include all measures for economic and social conversion, the development of human resources having regard to the frame of reference referred to in point 3 of Article 1, and rural development.

Het plan telt vijf regionale PIEF-coördinatiemechanismen, waaronder vertegenwoordigers van het PEETI, het IEFP, regionale onderwijsdirecties en de sociale gezondheidszorg (Istituto Superior de Serviçio Social, ISSS).
The plan has five PIEF regional co-ordination structures, comprising representatives of the PEETI, the IEFP, the DREs and the ISSS.

Dit heeft tot doel de economische en sociale samenhang te bevorderen door de belangrijkste regionale onevenwichtigheden ongedaan te maken en bij te dragen aan de ontwikkeling en de omschakeling van de regio's, en daarbij te zorgen voor synergie met de bijstand uit de andere Structuurfondsen.
