1. 1. Representatives of the Commission of the Economic and Monetary Community of Central Africa (CEMAC) and the General Secretariat of the Economic Community of Central African States (ECCAS) shall be invited to attend all meetings of the EPA Committee as observers.

Overeenkomstig artikel 8, lid 5, van Besluit (GBVB) 2015/78 heeft de Raad het Politiek en Veiligheidscomité (PVC) gemachtigd de noodzakelijke besluiten te nemen tot instelling van een Comité van contribuanten (CvC) aan de militaire GVDB-adviesmissie van de Europese Unie in de Centraal-Afrikaanse Republiek (EUMAM RCA).
Pursuant to Article 8(5) of Decision (CFSP) 2015/78, the Council authorised the Political and Security Committee (PSC) to take the relevant decisions on the setting-up of a Committee of Contributors (CoC) for the European Union CSDP Military Advisory Mission in the Central African Republic (EUMAM RCA).

17. betreurt dat de regimes van de Centraal-Aziatische landen geen verantwoordelijkheid nemen voor de strategie; moedigt de Commissie en de Centraal-Aziatische landen aan zich in te zetten voor sterkere plaatselijke overheden door te stimuleren dat deze overheidsniveaus meer betrokken raken bij ontwikkelingssamenwerking en politieke en economische besluitvorming.
17. Considers it regrettable that the strategy lacks local ownership by Central Asian regimes; invites the Commission and the Central Asian states to strengthen local authorities by supporting greater involvement at these levels of government in development cooperation and political and economic decision making;

16. betreurt dat de sterkere aanwezigheid van de EU in de regio in de praktijk weinig positieve veranderingen op het gebied van democratie, mensenrechten, goed bestuur en de rechtsstaat teweeg heeft gebracht; is van mening dat organisaties van het maatschappelijk middenveld moeten helpen bij de vaststelling van prioriteiten, de verbetering van het bestuur, en bij de vergroting van de doeltreffendheid van ontwikkelingssamenwerking; roept de Commissie en de Centraal-Aziatische staten daarom op alle onnodige politieke en bestuurstechnische belemmeringen voor hun effectieve deelname aan ontwikkelingssamenwerking uit de weg te ruimen; verzoekt de Commissie tevens de programma's voor de interculturele dialoog en intermenselijke contacten te versterken, aangezien deze zevende prioriteit van de strategie niet volledig is verkend door middel van inhoudelijke bijeenkomsten en projecten waarvan de kosten, indien goed beheerd, beperkt zouden zijn;
16. Considers it regrettable that the increased EU presence in the region has translated, in practice, into few positive changes in relation to democracy, human rights, good governance and the rule of law; takes the view that civil society organisations should help in defining priorities, as well as improving governance and the efficacy of development cooperation; calls therefore on the Commission and the Central Asian states to eliminate all unnecessary political and administrative barriers to effective participation by those states in development cooperation; also calls on the Commission to strengthen programmes for intercultural dialogue and people-to-people contacts, as this seventh priority of the strategy has not been fully explored through substantive meetings or projects, the costs of which would, if well managed, be limited;

Stresses the importance of the EU's promotion of fair and sustainable economic development in the region, and of its support for local initiatives for economic development, for reforms in the business regulatory framework and for the eradication of poverty in the context of sustainable development; stresses, with regard to the challenge posed by terrorism, that enhancing cooperation on security is important, but that any approach to combating radicalisation and extremism that does not balance security needs with human rights and good governance is self-defeating; welcomes the strengthening of political dialogue with the Central Asian countries; calls on the Council and the Commission further to promote good governance, human rights, democracy and education, including consideration of engagement with all types of religious communities; and calls on both the Council and the Commission to ensure that human rights issues should carry equal weight with the EU's robust approach to energy, security and trade;
