Following implementation of the specific guidance programmes for remoteness and insularity (POSEI) in 1989 and 1991, specific measures for the outermost regions have been based on a recognition of their special features and a desire to promote their socio-economic development in a way which would encourage their convergence and integration with the rest of the European Union.

- In verband met de Verordeningen (EG) nrs. 1452/2001, 1453/2001 en 1454/2001 van de Raad (verordeningen betreffende de maatregelen POSEI in de landbouwsector) blijft het na de hervorming van het gemeenschappelijk landbouwbeleid in 2003 noodzakelijk te zorgen voor stabiliteit van de middelen die voor de handhaving van de steun voor de perifere regio's worden uitgetrokken en zoveel mogelijk de besluitvorming te decentraliseren en de beheersprocedures te vereenvoudigen.
- As regards Council Regulations (EC) Nos 1452/2001, 1453/2001 and 1454/2001 (on the POSEI measures in the agricultural sector) and following the 2003 reform of the common agricultural policy, there is still a need to ensure the stability of the resources allocated to maintaining support for the outermost regions and, as far as possible, to decentralise decision taking and simplify the management arrangements.

3. || Specific measures for agriculture in the outermost regions of the Union (POSEI) Specific measures for agriculture in favour of the smaller Aegean islands. || Evaluation || Reports to the European Parliament and to the Council in the basis of Article 32 of Regulation (EU) No 228/2013 and Article 20 of Regulation (EU) No 229/2013 respectively - to evaluate the impact of specific measures for agriculture in the outermost regions of the Union (POSEI), and of specific measures for agriculture in favour of the smaller Aegean islands.

As regards changes in the measures concerning traditional products, the Commission notes that in 2001 the Council adopted the regulations concerning the agricultural aspect of the POSEI schemes [3] laying down the reform process for supporting agriculture in the outermost regions.
