TRADUCTIONS EN CONTEXTE

1. erkent dat aanzienlijke en wezenlijke vooruitgang werd geboekt in de richting van de millenniumdoelstellingen voor ontwikkeling (Millennium Development Goals, MDG), met inbegrip van een halvering van het aantal personen zonder duurzame toegang tot verbeterde drinkwaterbronnen, een aanzienlijke vermindering van het aandeel van sloppenwijkbewoners, het bereiken van opvallende winsten in de bestrijding van malaria en tuberculose en zichtbare verbeteringen op alle gezondheidsgebieden en qua toegang tot primair onderwijs; betreurt het echter dat de meeste Afrikaanse landen niet op koers zitten om de MDG's te bereiken;
1. To recognise that significant and substantial progress has been made towards achieving the Millennium Development Goals (MDGs) – including halving the number of people without sustainable access to improved sources of drinking water, reducing significantly the proportion of urban slum dwellers, obtaining remarkable gains in the fight against malaria and tuberculosis and visible improvements in all health areas as well as in the access to primary education; to deplore, however, the fact that most African countries are off-track in meeting the MDGs;

Daarom moet de Unie haar onderhandelingspositie versterken om op grond van haar primair en afgeleid recht een betere toegang te krijgen tot de aanbestedingsmarkten van derde landen.
In this regard, the Union needs to increase its negotiating power to improve, on the basis of its primary and secondary legislation, access to the public markets of third countries.

Emphasises that access to information held by the EU institutions, as specified by Regulation (EC) No 1049/2001, is the primary interest of citizens aiming to understand better the decision-making process particularly when it concerns projects with an impact on the environment; takes the view that greater access to information on investigations and infringement files could be provided by the Commission without jeopardising the purpose of the investigations and that an overriding public interest might well justify access to these files, particularly in cases where fundamental rights, human or animal health and the protection of the environment against irreversible damage may be at stake, or where proceedings are under way regarding discrimination against a minority or violations of human dignity, as long as protection of trade secrets and sensitive information relating to court cases, competition cases and personnel files are safeguarded;

Is concerned about the impact of the Rome Statute system on victims, individuals and communities affected by the crimes under the ICC's jurisdiction; considers it essential to ensure that victims and affected communities have access to information about, and understand the work of, the Court, and that victims' rights and interests should be a primary concern for the Rome Statute community, bearing in mind that the ICC is a judicial institution that complements the primary role of states in providing protection and facilitating access to justice and effective reparations for victims, whether individually or collectively; considers that the Member States should:

De doelstellingen van dit programma zijn : - meer investeringen door de toegang tot deviezen te vergemakkelijken; - verbetering van de financiering van de huishoudelijke begroting op het gebied van de gezondheidszorg, onderwijs en wegenonderhoud, dank zij de tegenwaardefondsen die de beschikbaarheid van de middelen garanderen; - een doeltreffende dienstenverlening van de sociale diensten door de procedures te verbeteren inzake budgettering en financiële controle van de gezondheidszorg en het onderwijs (met name op het gebied van de primaire gezondheidszorg en het lager onderwijs); - uitbreiding van de werkzaamheden op het gebied van het wegenonderhoud, met positieve gevolgen voor de werkgelegenheidskansen in de landbouwsector.
The programme's objectives are: - to boost investment by improving access to foreign currency; - to increase operating budget resources for health, education and road maintenance through counterpart funds; - to help provide efficient social services by improving budgeting and financial control procedures in the health and education sectors (particularly as regards basic health care and primary education); - to increase road maintenance activities, which will have a positive impact on rural job creation.
