TRADUCTIONS EN CONTEXTE

Ending the war through a political transition process negotiated by the parties to the conflict with the support of the UN Special Envoy for Syria and key international and regional actors; Promoting a meaningful and inclusive transition in Syria through support for the strengthening of the political opposition, in line with UN Security Council Resolution 2254 and the Geneva Communiqué; Promoting democracy, human rights and the freedom of speech by strengthening Syrian civil society organisations; Promoting a national reconciliation process based on peace-building efforts and countering violent extremism and sectarianism, including an approach to transitional justice that should include accountability for war crimes; Saving lives by addressing the humanitarian needs of the most vulnerable Syrians in a timely, effective, efficient and principled manner; Supporting the resilience of the Syrian population, as well as of the institutions and Syrian society.

Welcomes the Malian Government’s establishment of a National Commission for Dialogue and Reconciliation on 6 March 2013, to serve for a two-year term; maintains that the National Commission must be as broadly representative as possible, with practical results produced as soon as possible; welcomes in particular, to this end, the National Commission’s inclusive membership, as evidenced by its vice-presidents, as a commitment to inclusiveness and plurality in the political process; notes that the National Commission is tasked with documenting human rights violations that have occurred since the beginning of the conflict; encourages further the Commission to explore the issues which gave rise to the Malian crisis, to investigate openly and comprehensively allegations of abuses and discrimination against Tuareg communities since Malian independence, and to make recommendations for meaningful improvements; further welcomes, furthermore, the Malian Government’s appointment of an envoy to continue dialogue with the armed groups in the north; expresses, in this connection, its sincere hope that the post-electoral landscape in Mali will facilitate enhanced dialogue and trust between communities as a pre-requisite for peace and stability, and that all Malian communities will commit to educating children about mutual tolerance and respect; calls on the EU and its partners in the international community to support fully this process of national reconciliation and inclusive dialogue;

Stresses the importance for Iraq’s future of the political agreement reached by Iraqi leaders on the establishment of a national unity government which properly represents the political, religious and ethnic diversity of Iraqi society and reflects the will of the Iraqi people as expressed in the general election held on 7 March 2010; calls for the full implementation, without further delay, of that agreement and asks the political forces in Iraq to remain committed, in a spirit of unity of intent, to the process of building strong and sustainable democratic institutions, and to establish the necessary conditions for free and fair elections at both local and international level, which are essential for the process of democratic transition; notes that the implementation of that agreement may be the only viable solution with a view to starting an effective process of national reconciliation; reiterates the importance of appointing permanent ministers to the defence and interior ministries in order to prevent the concentration of power and promote democratic dialogue, oversight, political responsibility and accountability in respect of security-related policy choices;

7. verzoekt de VV/HV de Nationale Overgangsraad te steunen en bij te staan bij het op gang brengen van een proces van nationale verzoening tussen alle groeperingen in de Libische samenleving; verzoekt de VV/HV deskundigen en trainers op het gebied van bemiddeling en communicatie naar Libië te sturen om de Nationale Overgangsraad en andere Libische actoren bij te staan;
7. Calls on the HR/VP to provide support and assist the NTC in launching a genuine reconciliation process among all the components of the Libyan society; calls on the HR/VP to send experts and trainers on mediation and dialogue to assist the NTC and other Libyan actors;
