TRADUCTIONS EN CONTEXTE

32. is ingenomen met de eerdergenoemde mededeling van de Commissie over een begroting voor Europa 2020, welke een voorstel bevat voor de opzet van financiële instrumenten en programma's voor het volgende meerjarige financiële kader 2014-2020; onderstreept dat het nieuwe partnerschapsinstrument voor het behartigen van de politieke en economische belangen van de EU in de rest van de wereld en voor het ondersteunen van activiteiten die niet in aanmerking komen voor officiële ontwikkelingshulp een instrument voor buitenlands beleid moet zijn; meent dat een dergelijk partnerschapsinstrument de politieke banden kan versterken en zodoende ook bevorderlijk kan zijn voor de economische banden met bepaalde landen, en juicht toe dat de harmonisering van de regelgeving een van de doelstellingen is van dit instrument; is verder van mening dat het partnerschapsinstrument over financieringslijnen voor overheidsdiplomatie moet beschikken om de betrekkingen van de afzonderlijke landen met de EU te consolideren en invloed, partnerschap en verbondenheid te bevorderen; gelooft echter dat ook aan aanvullende financieringslijnen moet worden gedacht ter ondersteuning van de democratie, consolidering van de rechtsstaat, beter onderwijs en vermindering van de sociale ongelijkheden; is van oordeel dat bij de nieuwe opzet van financiële instrumenten en programma's bijzondere aandacht moet worden besteed aan de samenwerking met opkomende mogendheden en potentiële opkomende mogendheden bij de opbouw van democratische structuren en de ontwikkeling van een goed bestuur en de rechtsstaat, maatschappelijke organisaties, goede onderwijssystemen en een progressieve sociale insluiting; is ingenomen met het voorstel van de Commissie om het beginsel van voorwaardelijkheid op te nemen in alle programma's en instrumenten van de EU, en gelooft dat dit van essentieel belang is voor het bereiken van betere resultaten bij de bevordering van mensenrechten, democratie en goed bestuur als universele waarde ...
32. Welcomes the aforementioned Commission Communication on ‘A Budget for Europe 2020’, which draws up a proposal for the design of financial instruments and programmes under the next Multiannual Financial Framework 2014-2020; underlines that the new partnership instrument aimed at supporting EU political and economic interests in the rest of the world and including non-ODA-eligible activities should be a foreign policy instrument; believes that such a partnership instrument could help consolidate stronger political ties and thereby stronger economic ties with select countries, and welcomes the promotion of regulatory convergence as one of its aims; believes also that the Partnership Instrument should comprise financing lines for public diplomacy with a view to consolidating the relations of individual countries with the EU and fostering leverage, partnership and allegiance; takes the view, however, that provision should also be made for additional resources supporting democratisation, the consolidation of the rule of law, better education and the reduction of social disparities; believes that the new design of financial instruments and programmes should give particular relevance to ad hoc financing lines supporting emerging powers and potentially emerging powers in consolidating democratic structures and developing good governance and the rule of law, civil society organisations, good educational systems and progressive social inclusion; welcomes the proposal by the Commission to include the principle of conditionality in all EU programmes and instruments and believes that this is key to achieving more leverage in promoting human rights, democracy and good governance as universal values;

I think that the programme will strengthen the external policy of the EU, bring about true economic integration between the EU and its Eastern partners and ensure cooperation based not only on the principles of a market economy, but also based on respect for shared values, such as democracy, law and order, and respect for human rights.

30. is van mening dat er behoefte is aan een alomvattende en coherente benadering op basis van gerichte strategieën op het gebied van ontwikkeling, mensenrechten, goed bestuur, sociale insluiting, bevordering van vrouwen en minderheden en religieuze tolerantie, als aanvullend instrument van het buitenlands beleid van de EU, en dat de twee benaderingen voor de bevordering van de democratie op deze manier moeten worden samengevoegd, namelijk de ontwikkelingsbenadering, gericht op sociaaleconomische vooruitgang voor iedereen en groei ten gunste van de armen en de politieke benadering, ter ondersteuning van politiek pluralisme, de parlementaire democratie en de eerbiediging van de rechtsstaat, mensenrechten en fundamentele vrijheden en een goed functionerend maatschappelijk middenveld; benadrukt dat deze politieke ondersteuning van derde landen moet bestaan uit pluralistische capaciteitsopbouwende ondersteuning (vooral met betrekking tot de onafhankelijkheid en integriteit van de rechterlijke macht en tot goede bestuursmechanismen, met inbegrip van corruptiebestrijding) en de ondersteuning van instellingen, en niet tot politieke inmenging moet leiden; benadrukt de meerwaarde die oud-leden van het Europees Parlement kunnen bieden bij EU-acties ter bevordering van de democratie;

Considers that a global, coherent approach is required, based on targeted strategies relating to development, human rights, good governance, social inclusion, promotion of women and minorities and religious tolerance, as an additional instrument of EU foreign policy, and that this is essential as a means of combining the two approaches to promoting democracy, namely the developmental approach, which focuses on socio-economic progress for all and pro-poor growth, and the political approach, which supports political pluralism, parliamentary democracy and respect for the rule of law, human rights and basic freedoms and for a functioning civil society; stresses that such support for the political dimension in third countries must consist in pluralist capacity-building support – notably with regard to the independence and integrity of the judiciary and to good governance mechanisms, including the fight against corruption – and institutional support rather than interference; stresses the added value supplied by former Members of the European Parliament in the EU's measures to promote democratisation;

Takes note of Turkey’s increasingly active foreign policy aimed at strengthening its role as regional player; urges the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy to take this dimension fully into consideration and engage with Turkey with a view to the coordination of objectives and the proper promotion of EU interests; calls on the Turkish Government to step up its foreign policy coordination with the EU; welcomes, in principle, the recently pronounced ‘zero-problems’ policy in respect of Turkey’s neighbours but points out the need to maintain Turkey’s unambiguous commitment to our common European values and interests; calls on the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy to intensify the existing dialogue with Turkey on foreign policy issues of mutual interest; in light of the inspiration Turkey provides to many in the Arab world, as a secular democracy with a majority Muslim population, strongly encourages the pursuit of concerted efforts in support of democratisation and development in the Middle East and Northern Africa;

According to this document, the action of the Union to counter proliferation could benefit from the support provided by a non-governmental non-proliferation network, bringing together foreign policy institutions and research centres specialising in the Union’s strategic areas while building on useful networks which already exist.

In the New Lines for Action, the Council underlines that action of the Union to prevent proliferation could benefit from the support provided by a non-governmental non-proliferation network, bringing together foreign policy institutions and research centres specialising in the Union’s strategic areas while building on useful networks which already exist.
